At a time when there is public criticism that the country is ruled by an elderly leadership, the government has also removed the age limit for officials and members of public bodies. While discussions are going on about the appointment of the Governor of Nepal Rastra Bank, the Ministry of Finance has removed the age limit for officials and members of public bodies. Now the way has been opened so that people of any age can be appointed to the governorship and other posts.

The age limit has been removed through the "Standards for Appointment and Nomination of Officials and Members of Public Bodies Affiliated to the Ministry of Finance, 2073" (Second Amendment). According to the criteria, there are 15 institutions including the National Bank, the Securities Board, and the Insurance Authority as public bodies affiliated to the Ministry of Finance.

In the appointment and nomination criteria of officers and members of public bodies, there was a provision that the age of the executive head should be 35 years and the age of other officers and members should not exceed 65 years. Now the age limit has been removed through revision.

The spokesperson of the Ministry of Finance, Shyam Prasad Bhandari, said that the age limit has been removed for officials and members of public bodies in the revised standards. ``Since there is no provision of age limit in the law, why should it be kept only in the standard?  It was removed because it was said to go according to the provisions of the

act," he said. While a recommendation committee has been formed for the selection of the governor, the race of aspirants is going on.

'The fact that the criteria will be revised at the time of the appointment of the governor and there is no change in any system other than the age limit, it is clear that they want to make a person who has completed the age limit of 65 years,' a former governor said, 'The intention is not to select a person according to the criteria, but to make criteria according to the person. Let's see, now a person who has completed 65 years of age becomes the governor. It is clear for whom the standards have been revised.'

Rastra Bank Deputy Governors Neelam Dhungana and Bam Bahadur Mishra, Executive Directors Gunakar Bhatt and Prakash Kumar Shrestha, Nepal Rastra Bank's retired Executive Director Rabindra Prasad Pandey, former Chief Secretary Rajendra Kishore Chhetri, Navil Bank Chief Executive Officer Gyanendra Dhungana and Prabhu Bank Chief Executive Officer Ashok Sherchan say that the names that are currently in the news are Pradhanni Niwas Baluwatar. Due to age limit of 58 years, Pandey retired from Rashtra Bank 14 years ago and Chhetri retired from Chief Secretary seven years ago.

Governor Mahaprasad Adhikari's five-year tenure is coming to an end on this Chait 24. Along with this, last Monday, the Council of Ministers formed the Governor's Recommendation Committee under the coordination of Deputy Prime Minister and Finance Minister Bishnu Prasad Paudel. The committee includes ex-governor Vijaynath Bhattarai and economist Vishwa Paudel among experts.

However, sources say that the officials of the committee understood the official letter only on Sunday. Although there is a legal requirement to appoint a new governor one month before the post of governor becomes vacant, the government formed the committee only last week. When the economy is unfavorable and Nepal is on FATF's "grey-list", there is concern everywhere that the government will not be serious in selecting the governor.

According to the National Bank Act, the Governor must have a high moral character, have a post-graduate degree in economics, monetary, banking, finance, commerce, management, public administration, statistics, mathematics or law and have work experience. The top leader of the alliance has tried to mix it up with other government appointments to get political stake in the governorship as well. But experts are concerned that the economy will be in crisis if a weak leadership is chosen.  There is a legal provision that the

committee should recommend the names of three people including one person from the Deputy Governor and one person from the fields of economic, monetary, banking, finance, commerce, management and commercial law. The top leader of the alliance is in discussion to make a political contribution to the governorship by mixing it with other government appointments. Experts are worried that the economy will be in crisis if a weak leadership is chosen by dividing the shares and introducing a new age limit system. Economist Keshav Acharya says that if the age limit is removed and the standards are changed for those who have no ability and experience, there will be no other misfortune like that. "You don't have as much ability and energy as you get older," he said. Various interest groups are also doing 'lobbying' for 'persons of their choice'. There are suspicions that the same thing will happen to the governor when there are accusations of being dominated by interest groups, financial transactions, and choosing controversial people rather than good ones in the recent appointments made by the government.
