5 bills passed by both houses of the Federal Parliament have been certified by President Ramchandra Paudel. The bill, which was brought to replace the ordinance, was approved by President Paudel on Monday. The government amended dozens of laws through ordinances.

The bill, which was passed by the House of Representatives and reached the National Assembly, could not be passed due to the obstruction of the opposition party. The opposition party had been disrupting the Parliament since March 13, saying that Kulman Ghising had been dismissed as the Executive Director of the Electricity Authority. They demanded that Prime Minister KP Sharma Oli should come to the House and answer on this matter. On Monday, after Prime Minister Oli addressed both houses, the obstruction was removed and the bill was also passed. 

After Prime Minister Oli's address in the National Assembly, the bill was discussed in detail and amendments. However, the bill was passed by the majority of the National Assembly without any amendment. The bill to amend some Nepal Acts related to good governance promotion and public service delivery, the bill to amend some Nepal Acts related to cooperatives, the Economic Procedures and Financial Responsibility (First Amendment) Bill, the Privatization (First Amendment) Bill and the bill to amend some Nepal Acts related to economic and business environment improvement and investment enhancement were passed.

Speaker Devraj Ghimire sent the bill passed by both houses to the President's office for verification. The ordinance replacement bill had to be approved by 12 midnight on Monday. According to the provisions of the constitution, if the replacement bill is not passed within 60 days of the commencement of the sitting of the federal parliament after the promulgation of the ordinance, it is automatically inoperative.

The government brought 6 ordinances just before the start of the parliament session. Out of which, no proposal was made to accept the Land Ordinance in Parliament. JSP-Nepal, which is the deciding factor in the National Assembly, advanced the ordinance and took the stand that it would not accept other ordinances, but the government advanced only 5 ordinances except the land ordinance.
