Home Minister Ramesh Akhtar submitted a proposal that 'Nepal Citizenship (Second Amendment) Bill, 2081 should be sent to the relevant committee for quarterly discussion'. The proposal has been approved unanimously.
Parliament presented a motion on behalf of Industry, Commerce and Supply Minister Damodar Bhandari by Minister of Land Management, Cooperatives and Poverty Alleviation Balram Adhikari that 'Nikasi Paithari (Regulation) Bill, 2081 should be sent to the relevant committee for quarterly discussion'. The motion was also unanimously accepted.
Energy, Water Resources and Irrigation Minister Deepak Khadka's proposal that 'Renewable Energy and Energy Efficiency Bill, 2081 should be sent to the relevant committee for quarterly discussion' was unanimously approved.
In the meeting of the House of Representatives, the Bill with the message received from the National Assembly regarding the 'Banking Offenses and Punishment (Second Amendment) Bill, 2080' has been tabled. The Secretary of the House of Representatives Harkaraj Rai tabled the message.
Similarly, Deepak Bahadur Singh, chairman of the Infrastructure Development Committee, submitted the 'Report of the Committee on Water Resources Bill, 2081'. Speaker Singh said that 50 MPs have submitted 157 amendments to 36 clauses and two schedules on the bill. He said that the
bill and its amendments were discussed formally and informally in various meetings and discussions were also held with subject matter experts. Similarly, Chairman of the Education, Health and Information Technology Committee Ammar Bahadur Thapa submitted the 'Committee Report on Martyr Dashrath Chand Health Sciences University Bill, 2081'. In the
meeting, Minister for Women, Children and Senior Citizens Nawalkishore Shah Sudi submitted a motion seeking permission to introduce the 'Control of Human Trafficking and Trafficking (First Amendment) Bill, 2081'. After receiving no notice of opposition to the proposal, Law Minister Chaurasia presented a proposal that 'Nepal Legal Practitioners Council (Second Amendment) Bill, 2081 should be considered'. The proposal was unanimously approved.
In today's meeting, the theoretical aspect of the Law Professional Council Bill was discussed. Ashok Chaudhary, Damodar Vairagi, Ranjukumari Jha, Durga Rai, Gyanu Basnet Subedi, Prem Suwal, Dayal Bahadur Shahi and others gave their views in the discussion.
Nepal Legal Practitioners Council Act, 2050 is amended to establish the Legal Practitioners Academy (Lawyers Academy) under the Legal Practitioners Council and the Council needs to make provisions regarding the standards of the curriculum to be taught by the educational institutions that provide bachelor of law or similar higher education to make legal education high-level and professional, Law Minister Chaurasia said.
Similarly, he says, the council will manage continuous legal education for legal professionals and will arrange necessary courses, study materials, research and training for that. Law Minister Chaurasia said that this bill is also necessary to regulate the professional conduct of legal practitioners, to make transparent the fees charged by legal practitioners by arranging for fees charged by legal practitioners to be collected from the parties through banking channels, and to expand the structure of the council to the provinces in accordance with the federal system of governance adopted by the Constitution of Nepal.
