The parliamentarians have expressed dissatisfaction with the ordinance brought by the government in the National Assembly.

In the National Assembly meeting on Monday, the MPs expressed their displeasure on the proposal received from the House of Representatives on the proposal to amend some Nepal Acts related to the promotion of good governance and public service delivery, 2081 to be debated in the House on a regular basis.

Rashtriya Janamorcha MP Tul Bahadur Bishwakarma said that the bill came in guerilla style in the House. He said that there is disagreement in the method and procedure of the ordinance brought by the government. He said that although the government has agreed to improve the issues of amendment put forward by his party, there has been no improvement.

He said, "Guerrilla Lake started the House today". Rather than the relationship with good governance, the manner in which this ordinance came about, the process and method presented here . Mainly, our party disagrees with that process and method. And, we have made changes in the content as well . And before this, you had repeatedly agreed with the ministers that we will correct the things that are in conflict with the laws regarding the content improvement, but those things did not happen here.' He said that crime and punishment should not be exchanged with money. He said that the offender should stay in prison even if only for one day.

He said, "Section 8 (4) 1  If a first-time offender who has been sentenced to one year or less than one year, instead of imprisonment, if he applies for release from the bank by taking money from such imprisonment, then an order should be made so that he does not have to take such money and stay in prison. I disagree with this. Crime and punishment should not be exchanged for cash . Even if it is for one day, the criminal should remain in prison.' He claimed that the government has brought amendments to various laws through ordinances and imposed them on the parliament. He says that the government has not given any value and importance to the parliament.

He said, "Now it is being discussed only for formalities". This is also wrong in terms of our parliamentary system. In this way forced  The tradition of bringing ordinances and passing them in parliament without discussion is against our parliamentary system. That is why I oppose this process in this way and there are many inconsistencies in it . In sub-section 2 of section 5, it is said to give a department the same powers as a court which cannot be done according to judicial principles . This type of amendment is being brought through an ordinance and imposed on the parliament . What it has established is that the government does not give any importance and value to the Parliament . He only wants to do what he wants, that is totalitarianism. It is seen here that the government is oriented towards totalitarianism.'
