Opposition parties in the National Assembly have expressed dissatisfaction with the ordinance brought by the government.
In the National Assembly meeting on Monday, the MPs expressed their displeasure with the proposal received from the House of Representatives on the "Bill, 2081 to amend some Nepal Acts related to the promotion of good governance and public service delivery, and the above should be debated in the House".
Rashtriya Janamorcha MP Tul Bahadur Bishwakarma said the bill came in guerilla style in the House. He said that there is disagreement in the method and procedure of the ordinance brought by the government. He said that although the government has agreed to improve the issues of the amendments put forward by his party, there has been no improvement.
He said, 'Sadan started today with Guerilla Lake. Rather than our relationship with good governance, the manner in which this ordinance came about, the process and method presented here. Mainly, our party disagrees with that process and method. And we have made changes in the content as well. And before this, you had repeatedly agreed with the ministers that we will correct the things that are in conflict with the laws regarding the improvement of the content, but those things did not happen here.'
Nepal Communist Party (Maoist Center) MP Bishnu Bahadur Bishwakarma disagreed with the system of freeing criminals who have been sentenced to one year or less imprisonment. He said that crime and punishment should not be exchanged with money.
He says that criminals should stay in prison even if only for one day.
He said, 'Section 8 (4) 1 If a first-time offender who has been sentenced for one year or less than one year, instead of imprisonment, if he applies for release from the bank by taking such amount of money, then an order should be made so that he does not have to spend such money in prison, I disagree with this. Crime and punishment should not be exchanged for cash. Even if it is for one day, criminals should be in prison.
CPN (Unified Socialist) MP Dr. Veduram Bhusal accused the government of moving towards totalitarianism. He claimed that the government brought amendments to various laws through ordinances and imposed them on the parliament. He says that the government has not given any value and importance to the Parliament.
He said, 'It is being discussed here only for formalities. This is also wrong in terms of our parliamentary system. In this way, the tradition of forcing ordinances and passing them in parliament without discussion is being tried to be established This is against our parliamentary system. That's why I oppose this process and there are many inconsistencies in it.'
