Prime Minister KP Sharma Oli has said that Parliament is not the appropriate place to comment on the merits or demerits of national service employees.
Addressing the meeting of the House of Representatives on Monday, he mentioned the fact that the Parliament has been blocked for a few days and said, 'It is not appropriate to block the Parliament by raising a question about an employee.' He said that the House itself has determined the method of rewarding employees who do good work and punishing the culprits.
Prime Minister Oli said that if a departmental minister does not feel 'loyalty' towards him from an employee, the 'chain of command' may not work effectively, and said, 'In such a situation, decisions such as transferring, keeping in reserve, asking for an explanation, giving a warning or dismissal can be taken .
The Maoists had been blocking the Parliament for a few days regarding the removal of the Executive Director of Nepal Electricity Authority, Kulman Ghising. The Maoist Center had been maintaining the stance of continuing the blockade of Parliament until a satisfactory answer was received from the Prime Minister. After Prime Minister Oli's speech today, the proceedings of the Parliament resumed.
Prime Minister Oli said, 'Parliament has been blocked for a few days. It is natural to raise questions about good governance. This respected House is the place to raise questions or support the functioning of the government. However, the issue raised now is a general one - it is not appropriate to block the Parliament on the issue of one employee. Parliament is not the proper place to comment on merits/defects of national service employees. There is a certain procedure for this. This House has determined the method of rewarding employees who do good work and punishing the guilty.'
Prime Minister Oli mentioned that not only the current government but also the previous government has been making such decisions. He said that protecting the constitution, people's rights, democracy, federal democratic republic and its successful implementation is the main responsibility now.
