The opposition party blocked the meeting of both houses of the Federal Parliament on Wednesday regarding the dismissal of Kulman Ghisingh from the post of Executive Director of Electricity Authority by the government. The cabinet meeting on Monday removed Ghising and appointed Hitendradev Shakya as the executive director of the authority.

The parties including Maoist, RSWP, RPPA and S have demanded that Prime Minister KP Sharma Oli come to the Parliament and clarify the reason for Ghising's removal. Demonstrations have also taken place in the streets in favor of Ghising. But Prime Minister Oli has expressed his stance that he will not give any answer to this matter in the Parliament and said in a public program, "One was removed, another was appointed, that's it." 

On the other hand, Ghising has gone to the Supreme Court against the government's decision. Ghising has filed a petition in the Supreme Court on Wednesday claiming that the government's decision to remove him from office is illegal. In the House of Representatives meeting, Maoist MP and former Energy Minister Shakti Basnet accused the UML and Congress governments of misusing the parliamentary arithmetic of two-thirds majority. 

"It has become the intention and destiny of the government to dedicate itself to protect the interests of selfish groups, numbers are important in democracy, but the history of mountains of numbers collapsing in the face of public demand is all around us," he said, "The government has demonstrated the power of two-thirds to dehumanize, humiliate a national service employee and to harass a public institution." Speaker Devraj Ghimire urged the opposition and said, "Government should have notice to reply, it may be natural for them to ask for time, what they have said here has attracted attention." In a meeting attended by Energy Minister Deepak Khadka, Maoist MP Gopi Bahadur Sarki Achami asked, 'What compelled the government to remove Ghising when his service period was only four months?' He alleged that Ghising, who played an important role in bringing Nepal to light by ending the 18-hour loadshedding, was dismissed in a disgraceful manner. He asked, 'What is wrong with the Prime Minister and the Minister of Energy who are biased against Kulman?' According to Supreme Information Officer Sub-Registrar Nirajan Pandey, Ghising's writ was submitted on Wednesday evening. "His writ has been submitted, it is under study, after the study, it will go through the registration process on Thursday," he said. 

Ghising's writ will not come up for hearing on Thursday as it is still under registration. Ghising has claimed in the writ that the basis of the decision to remove him is not correct and that he has been charged more. He has claimed in the writ petition that the government has asked him for an explanation in spite of the fact that he did not commit any mistake or mistake and dismissed him wrongly. It is mentioned in his writ petition that it is against legal principles to dismiss him without giving him an opportunity to respond to the allegations. Ghising filed a writ against the Government of Nepal, the Ministry of Energy, the newly appointed Executive Director of Nepal Electricity Authority Hitendradev Shakya and others. 

The newly appointed executive director of Nepal Electricity Authority, Hitendradev Shakya, has also filed a petition in the Supreme Court on Wednesday, raising the issue of the writ filed by him three and a half years ago. On July 25, 2078, the government made Ghisingh the executive director of the authority and transferred him to the Energy Commission.

Then Shakya filed a writ in the Supreme Court on 1 August 2078 claiming that the transfer was illegal. Since the Supreme Court has not yet decided on it, he has again applied to the Supreme Court demanding the service he deserves as an executive director. Shakya was appointed as the executive director of the authority by the then government led by KP Sharma Oli on 26 Jan 2077 for four years.
