Amanat Mian of Naraha Rural Municipality-3 Khoria was arrested from his home in the evening of March 5. The district police Siraha is investigating Amanat with permission from the court on citizenship related offences.

Based on the recommendation of Narha-3 Ward Office, Mostak Mian of Deudha in Madhubani District, Jayanagar Gram Panchayat of Bharat Vihar got Nepali citizenship number 150180-4362 from District Administration Sirha on 26 June 2080.

The same illiterate Amanat and his wife Razina Khatun, who are now in police custody, were made to show their parents for identification in order to get Mostak's citizenship. They have been claiming that the ward president and secretary forced them to sign the recommendations for their two sons' citizenship. However, the police who arrested Amanat showed no interest in arresting Ward President Rushtam Ansari and Ward Secretary Ramdev Mandal who recommended for citizenship. According to Siraha District Court sources, an arrest warrant has been issued against three people including Ward President Ansari and Ward Secretary Mandal in this case. However, both of them are roaming freely. The police said that this case is being investigated and will take necessary steps. "We are investigating after arresting one person," Siraha Police Spokesperson DSP Birendra Kumar Paswan says, "We will take action as per the need." Locals allege that UML elected Ward President Ansari is being protected by the party. "In this, small people have become law, big people are free, ordinary people have been arrested, those who have access are roaming freely," says local Vijay Yadav, "It has become a game to make the ward president and secretary appear in court directly without arresting them. Is the law of this country two-tiered?" Even though the ward has recommended, the district administration, which only issues citizenship to most of the people after necessary examination and local bond, does not seem to do even a general investigation. There was an uproar in the village within two/three days about the citizenship being given to Indians. Less than a week after the citizenship was issued, on July 1, 2080, a local Ulfat Mia filed a complaint with the district administration saying that citizenship was given to an Indian under financial temptation. Similarly, the local Inus Mian filed a complaint for action in the Abuse of Authority Investigation Commission Kathmandu on July 4, 2080 . In the complaint, he has mentioned that an Indian was given citizenship through financial manipulation and the ward president took one lakh Indian rupees. After no action was taken on this, Inus addressed the secretary on 6th of November 2080 and filed a complaint with the Ministry of Home Affairs. Even so, Kantipur published the news on February 27 about the fact that no action has been taken.
