The Congress has passed the system of distribution of two types of membership to the party's well-wishers who are affiliated to the Public Relations Committee located abroad. Congress General Minister Gagan Thapa has passed a proposal on the dual membership system to be distributed to the Public Relations Committee at the Central Working Committee meeting on Sunday.

From now on, people with foreign citizenship will be members of the Public Relations Committee and those without citizenship will be active members. People who have acquired citizenship will be able to elect the officials of the public relations committee, but they will be deprived of the opportunity to vote in the party convention. Earlier there was no such system in the party. Some of those who have taken citizenship participated in the party convention.

Party's central convention representative should be elected. For that, active membership of the party is mandatory in the party constitution. "Now, NRNs who have acquired citizenship can be members of the Public Relations Committee. But they cannot come as party voters. In order to be a voter, one must have an active membership, only those who have an active membership can come as convention delegates,'' said Shyam Kumar Ghimire, central member and chief whip.

In order to select the officers of the Public Relations Committee, the non-resident Nepalis who get the membership of the Public Relations Committee  It has been mentioned that people who have obtained identity card or non-resident Nepali citizenship will not be hindered. "In order to be elected as party congress representative and general committee member, it will be mandatory to be an active member of Nepali Congress," said the decision.

The provision that the chairman of the public relations committee will automatically become a convention representative and a member of the general committee has also been removed with Sunday's decision.
