Speaker Devraj Ghimire has said that the absence of the Federal Civil Service Act has weakened administrative federalism. He said that along with the Federal Civil Service Bill, the Police and School Education Bill will be finalized soon.
Addressing the program held in Lalitpur on Saturday, Speaker Ghimire also asserted that he is insisting on the speedy finalization of the pending bill in the Parliament. He said that complaints are coming from the common people that the environment in which they can fully use the rights provided by the constitution has not yet been created.

Chiribabu Maharjan, the head of Lalitpur metropolis, emphasized that the federal and state governments should remove legal complications and facilitate them as the local government works to solve people's problems, fulfill local needs, provide services and promote good governance.
Former member of the National Assembly Khimlal Devkota, while presenting a working paper on the issues of the state and local levels and the upcoming tasks in strengthening federalism, stressed that many departments under the Union should be abolished and transferred to the state and local levels.
