Re-written instructions of the Chief Secretary to the Secretaries to submit details of the year-round program within three days
The Office of the Prime Minister and Council of Ministers has once again raised questions about the performance of secretaries working in various ministries and agencies. Chief Secretary Eknarayan Aryal has expressed his dissatisfaction with the secretaries saying that despite repeated decisions and instructions for the performance, the results have not been seen.
The meeting chaired by Chief Secretary Aryal since last August has been emphasizing on performance improvement. The last meeting held at Singh Darbar on Monday concluded that good governance could not be maintained because citizens' problems and demands were not resolved on time. In the
meeting, Chief Secretary Aryal said that a decision will be made but not implemented. He has again given written instructions to the secretaries to submit the details of the program they will do throughout the year within three days .
Chief Secretary Aryal also instructed the secretaries to submit a transformative plan in the third week of last February. But the directive has not been implemented. It is the decision of the meeting that such policy and program should be signed and submitted by the concerned secretary. In order to ease the difficulties of the secretaries, the government issued the Good Governance (Operation and Management) Act through an ordinance in the last week of January. The meeting has given 8 points to the secretaries to implement the decision made in the past .
The Prime Minister's office officials say that the tendency of secretaries to decide by themselves but ignore the implementation is a problem. In the meeting, there was a discussion about the weaknesses in the implementation of topics such as closing all files within seven days, moving the public service delivery to a digital system, and focusing on good governance.
The meeting concluded that the facilities provided by the state in the field of company or business registration, vehicle registration or purchase and sale, vehicle registration and renewal, registration, customs, taxes, health insurance, social security passport distribution have not improved relatively. To improve it, the secretaries have been asked to start work as soon as possible.
The Prime Minister's Office asked the Ministry of Energy and Forests for an explanation last week as to why the submitted file was not finalized. In the meeting, some secretaries promised to finish all the work on time . According to a secretary who participated in the meeting, Chief Secretary Aryal instructed the country to work to remove it from the "grey-list" of surveillance in the case of money laundering and terrorist activities. The secretary said, 'Most of the issues were focused on good governance.' In the
meeting, the citizens expressed their dissatisfaction with the government's service on matters such as the grievances of the citizens regarding land, public land, road expansion, maintaining rights with Sandhiar, so the Ministry of Land Management, Cooperative Development and Poverty Alleviation has decided to coordinate the management. There was a discussion in the meeting regarding the complaints of still making various excuses to get services related to the land . The meeting has decided to manage the vehicles inside the Singha Darbar.
