A show-cause order has been issued in the writ filed by Dr. Sangeeta Kaushal Mishra, Additional Secretary of the Ministry of Health and Population, in the Supreme Court, saying that there was injustice in the promotion of the secretary.
A single bench of Supreme Court Justice Balkrishna Dhakal has issued a show cause order in the name of the government on Sunday.
Although he is ahead in the order of seniority, Dr. said that he was not appointed as the health secretary. Mishra filed a writ petition in the Supreme Court on March 1, making the Prime Minister and Council of Ministers Office the opposition. The court heard the writ on Sunday and called both sides for discussion.
The Cabinet meeting held on February 21 decided to promote Additional Secretary Dr. Vikas Devkota as Secretary. While the Public Service Commission is also participating, the promotion recommendation committee recommended Dr. Mishra's name as number one on the basis of seniority. Dr. Devkota and another Dr. Tank Barakoti's name was recommended as the second and third number respectively.
Mishra publicly protested the appointment of Devkota, who is junior to her as the secretary of the ministry, and she also demanded the resignation of Health Minister Pradeep Paudel. After the appointment of Devkota as Secretary, the Ministry has appointed another Additional Secretary Barakoti as Director General of Health Services Department.
