The ministry or the relevant agency shall propose an annual budget based on the objective and realistic cost estimates of each activity for the next 3 fiscal years, including new and successive projects with medium-term expenditure structure prioritization based on resource limits and budget formulation guidance.
When submitting the annual budget proposal, the medium-term expenditure structure will have to ensure the resources needed for the first priority projects. Before the release of the
standard, if the implementation is not completed on time, the relevant ministry or agency will have to prepare a list of problematic projects with high differences in the specified time and cost.
It is mentioned in the criteria that projects that are not considered appropriate to continue with the implementation after re-evaluation should be canceled by the relevant ministry or agency after completing the necessary procedures. If the projects entered in the project bank are not implemented even after 5 years, such projects will automatically become inactive. Such projects will be removed from the project bank's list by the commission. To be listed in the project bank, in the case of the province, the office of the chief minister or the council of ministers and in the case of the municipality, the decision of the executive should be entered.
