The budget of the next financial year will not include projects worth less than 30 million. According to the National Project Bank Standard-2081, projects worth less than 30 million cannot be entered in the National Project Bank and projects that are not in the bank cannot be included in the budget.

Earlier, it was decided by the Council of Ministers in December 2080 that the Union would not allocate budget for projects costing less than 3 crores. But contrary to that decision, the federal government did not miss to keep dozens of programs worth up to 1 lakh rupees in the current financial year. Without looking at the resources, needs and justification, small pieces of plans based on power and access were included in the Union's budget. From the cabinet meeting, the association decided not to implement the schemes costing less than 3 crores and the state less than 1 crores.

The then finance minister Varshman Pun has allocated funds at the rate of 1/1 lakh in the budget of the federal government for the current financial year for the construction and upgrading of small buildings, roads, canals, parks, memorial gates, temples and monasteries, access road studies, irrigation plans, environmental tests, studies for master plans. Many such projects are under the Ministry of Development including Urban Development, Physical Infrastructure and Transport. 

There are 99 schemes worth 1 lakh in the current financial year under the Ministry of Urban Development alone. According to the minister of the relevant ministry, more focused on his own district, the plans have been kept in the budget. As a result, arbitrary projects are kept in the budget and projects become sick due to lack of resources. Lately it has been appearing as a distortion. Now it is not possible to do this 'Tajbiji'. Likewise, the National Planning Commission has implemented this standard to eliminate duplication of projects in the Union, Provinces and Municipalities.  According to the

criteria, only projects above 30 million should be entered in the project bank. It is mentioned in the criteria that only other  projects should be entered in the bank except those that are implemented in a formal manner. According to the standards, the project implementing agency should update the financial and physical progress details in the project bank quarterly in the case of ongoing projects. National Planning Commission Vice Chairman Shivraj Adhikari said that the project criteria have been revised for effectiveness and result-oriented implementation in selecting

. "The definition of the project bank has been revised in the standard, in which the implementation time, cost and limits have been revealed, the preparatory work has been completed, and after the work is completed, the projects related to infrastructure, economic, cultural, environmental or other development will be included in the bank," he said. The Commission will look at whether the criteria of those projects have been reached/not reached.

Only the projects that are ready for implementation (ready to go) will be included in the bank.  He said that among the projects included in the

bank, the Commission will prioritize based on the need and availability of resources. Projects that are not included in the project bank cannot be kept in the budget. Currently, projects of less than 3 crores are not included in the bank. Therefore, projects with an amount of less than 30 million won't come in the budget,' he said, 'However, projects with an amount of less than 30 million can be included in the budget for study.'

In the case of new projects, it is mentioned in the criteria that the project should be entered in the project bank by the end of February of the current financial year. But in the case of new projects to be implemented in 2082/83, they should be entered in the system by the end of March 2081. The commission will have a secretariat for the operation and management of the project bank. It is mentioned in the criteria that the division will work as a secretariat as specified by the commission. The Secretariat will act as a point of contact in the identification, classification, evaluation, selection and prioritization and re-prioritization process of projects from the relevant ministries or agencies. 

In relation to the relationship and operation of the provincial project bank and the local project bank with the project bank, the Commission has mentioned in the criteria that both levels should be developed, necessary support, coordination, facilitation and guidance. According to the standards, the ministry or the central agency has to conduct a pre-feasibility and feasibility study based on the need and justification in the case of infrastructural projects. The approved environmental study report of the project is mentioned in the criteria to be entered in the project bank. Detailed project report, environmental impact assessment report, and action plan should be entered in the project bank if land is to be acquired for the project. 

project procurement plan, implementation action plan, result plan should be entered. Ministries or agencies may enter the details of the proposed project to request the necessary budget for the identification of new projects that have not been prepared for study and research purposes. If the projects that are in operation before the implementation of this standard have not been entered in the project bank, the ministry or the central agency must enter them by the end of March 2081 with the detailed description of the project. For this purpose, the secretariat will conduct a common examination of the new and successive project proposals submitted based on the checklist. 

The Commission's approval will be required for projects costing more than one billion submitted for entry in the project bank. According to the new standards issued by the Commission, the Secretariat will have to submit to the relevant member of the Commission that looks after the Project Bank for the approval of projects with a cost of less than one billion submitted for entry in the Project Bank. After being approved by the concerned member of the commission, the secretariat will have to verify it through the electronic system. 

Only after this verification is done, the project will be considered to be entered in the project bank. According to the issued standards, the secretariat can send the proposal back to the relevant ministry or agency for re-entering with modifications based on the general examination of the projects proposed in the project bank. According to the prevailing project classification basis and standards, the relevant ministries or agencies should be classified as national priority, transformational, national pride and small, medium or large projects according to the work area of ​​the union, state and local level and entered in the project bank. 

The ministry or agency has to select the project and propose the budget based on the availability of resources from the list of projects entered in the project bank. The ministry or the relevant agency shall propose an annual budget based on the objective and realistic cost estimates of each activity for the next 3 fiscal years, including new and successive projects with medium-term expenditure structure prioritization based on resource limits and budget formulation guidance.
