The National Natural Resources and Finance Commission recommends grants towards fiscal equalization based on performance evaluation

In the performance evaluation of the National Natural Resources and Finance Commission, Bharatpur has been ranked first among the metropolises for three consecutive years. Bharatpur has been the first with 76.22 points in last year's performance evaluation done by the commission. Before that, Bharatpur had surpassed other metropolises when it scored 56.29 points in the financial year 2079/80 and 72.22 points in the previous year.
The commission evaluates performance based on 17 indicators. It includes timely submission and approval of budget, expenditure management, unreasonable expenditure, implementation of auditor's recommendation, management of local reserve fund, creation of periodical plan, proper distribution of revenue. 40 percent of the amount for real estate registration fee, entertainment tax and advertising tax is also assessed on the basis of monthly payments to the state government.
The Commission also evaluates whether or not periodic plans have been formulated for local level development within its jurisdiction. The number of children enrolled in school, the grading brought from public schools to SEE, the pregnancy test, the number of deliveries, the number of children, the number of children who have been fully vaccinated have also been kept in the index. Based on the performance evaluation, the commission recommends the financial equalization grant for the next financial year.
Bharatpur has scored well in the Beruju indicator. Bharatpur has a score of 14.96 in this indicator which has a weightage of 15. According to the report released by the Public Auditor General's Office last May, there was only 0.01 percent unemployment in Bharatpur in 078/79. Bharatpur has got zero marks in the indicator of submitting information on expenditure according to the allocated amount of the last financial year. Jagannath Aryal, head of the economic administration division of the metropolis, said that he is understanding the reason for not getting the marks despite submitting the details. He said that the amount of subsidy received through financial equalization will increase when there is progress in performance evaluation.
Biratnagar has scored 73.55 points in the evaluation of Finance Commission. Mayor Nagesh Koirala said that coming third in performance is a big achievement for the metropolis. "It is a matter of pride that Biratnagar can perform well in terms of performance," he said. The employees of the metropolis claim that this success of Biratnagar metropolis is the result of strong management and transparent administration.
In the performance evaluation of Finance Commission of 080/81, Pokhara has got 59.48 points and has risen to the fourth place towards the metropolis. In the assessment of 079/80, Pokhara was at the last place with 20.74 points. The score of Pokhara metropolis is low in revenue collection according to the target. In 080/81, the metropolis, which had a target of collecting 2 billion 82 million 197 thousand revenue, could only collect 1 billion 12 billion 82 million 89 thousand 658. Pokhara's score has decreased despite not submitting the statement with the projected income-expenditure data for 082/83 to the Ministry of Finance by the end of December 2081. Similarly, despite the annual review of the implementation of the 080/81 budget and its details not being made public by November 2081, Pokhara has received a low score.
In the 2080/81 evaluation of the Finance Commission, the position of Kathmandu Metropolitan City has fallen while Lalitpur Metropolitan City has improved. In 2079/80, Kathmandu metropolis got 63.02 points while in 2080/81 it got 54.3 points. Lalitpur, which got 59.18 points in 2079/80, got 74.71 points in last year's evaluation.
Kathmandu Metropolitan City spokesperson Naveen Manandhar has said that the performance will continue to be improved. "This is to be evaluated by the commission rather than us," he said. We will continue to work. Lalitpur Metropolitan spokesperson Raju Maharjan said that Lalitpur got more marks because of its good work in the health sector. commission, Birganj has been ranked last in the metropolis. Birgunj has scored 43.06 points. In the previous year's assessment, Birganj was ranked third with 33.49 percent marks. Birgunj is lagging behind due to lack of annual review and low capital expenditure, according to the Municipal Corporation Office. "Last year, the capital expenditure was less because the money from the cargo did not come to the account of the metropolitan corporation," said Rajeshman Singh, the head of the metropolis.
