The government is going to keep the land ordinance and submit only five other ordinances for decision in the House of Representatives meeting on Wednesday. The government is preparing to submit the ordinance in the National Assembly on Thursday. Due to the disagreement of Jaspa Nepal, which is the deciding factor in the National Assembly, the government has decided to shelve the land ordinance for the time being.

After the dialogue with Prime Minister KP Sharma Oli on Sunday night, Jaspa Nepal President Upendra Yadav, the leaders of the ruling party have stated that they are ready to support the ordinance of excluding land. Prime Minister Oli discussed with Jaspa Nepal President Yadav, First Vice President Rajkishore Yadav and Spokesperson Manish Suman in Baluwatar. 

According to an official, an agreement has been discussed to advance five ordinances immediately, to try to reconcile the disagreements in the land-related ordinances in a replacement bill, or to withdraw the ordinances. "The government has given a message that it is ready to withdraw the land ordinance if there is no agreement on the replacement bill," said the official. 

As soon as JSP Nepal's dialogue with the Prime Minister was over, Congress and UML chiefs/chief whips were instructed to call and whip from Baluwatar. According to the same instructions, the chief whips have whipped their MPs to make them mandatory to attend the Parliament meeting, and the Executive Committee meeting held on Tuesday afternoon has decided to put the Ordinance on the agenda.  

After JSP Nepal withdrew the ordinance related to land, it was taking a stand to support the other five ordinances. The ruling Congress and UML tried to put pressure on the Unified Socialists by introducing a bill to facilitate the division of political parties by including JSP Nepal in the government. Finally, the government has come to the conclusion of keeping the ordinance related to land and moving forward with other ordinances. 

First Vice President of Jaspa Nepal Rajkishore Yadav said that the conditions for withdrawing the Land Ordinance remain unchanged. "Since the government has said that it will withdraw the land ordinance, it is said that it will help with other ordinances. We have no disagreement on the other 5 ordinances. We can agree on the replacement bill, but the land ordinance should be withdrawn," he said. 

An official of Baluwatar said that Prime Minister Oli indicated that in the dialogue held on Sunday, it is possible to partner with the Union and the Madhesh state government. Despite giving a vote of confidence to Prime Minister Oli, JSP Nepal Sangh and the provincial government are nowhere. Yadav, the first vice president of Jaspa Nepal, rejects the bargaining of power sharing. We have already said that we will withdraw the land ordinance and help others. The last conversation between the Prime Minister and the President is the same," he said,

Jaspa Nepal's central committee meeting concluded that it will not immediately withdraw its support to the government and stand in favor of ordinances other than land, but the official decision will be made only at the meeting of the parliamentary party on Wednesday morning, according to First Vice President Yadav. With the support of JSP Nepal, the ordinance can be approved by both houses. The 59-member National Assembly has 27 MPs, 16 from the Congress and 11 from the UML (including nominees). JSP Nepal has three MPs in the National Assembly. 

UML chief whip Mahesh Bertaula said that the land ordinance is under discussion. "There are two options to continue the discussion on the land ordinance, to go through the replacement bill, if not, to proceed with the bill, we will proceed according to the agreement reached between the supporters of the government," he said. 

Congress chief whip Shyam Ghimire says that the government is going to advance only five ordinances as reported by Jaspa Nepal. "What the JSP Nepal has agreed on now is something that has been discussed before, it is nothing new," he said. Then there is a matter of proceeding with the bill.' 

On Wednesday, five ordinances are scheduled to be submitted for decision after emergency and zero time in the House of Representatives. 42 motions to reject the ordinance of the opposition MPs have been registered in the Parliament. According to the regulations, the proposal to reject the ordinance and the related ordinance approval proposal are presented for decision respectively. "After the ordinance is approved by the House of Representatives meeting on Wednesday, we will bring a replacement bill the next day and pass it by both houses within the constitutional limits," said UM chief whip Bertaula. 

With the aim of dividing the United Samajwadi Party, which has 10 seats in the House of Representatives and 8 seats in the National Assembly, the government is going to move forward with the Amendment Bill on Political Parties. The government is preparing to include in the revised bill the provision that the party can be divided if 40 percent of the parliamentary party and one of the central committee are. It is sought to remove the legal provision that a new political party formed from division cannot be divided for five years and to add a provision that such a party cannot immediately merge with another political party. Even though it puts pressure on the integrated socialists, it seems that it will not support the approval of the current ordinance, so the government is going to move forward with the support of JSP Nepal.

Metmani Choudhary, the chief whip of the United Socialist Party, claimed that even though the ruling party was pushing to introduce a bill to divide the party, it would not work. He says that now the government is talking about bringing a bill only to cause confusion. Prime Minister Oli's stake is to divide our party. But the Congress President does not agree. He is so clever that I only found out now,' he said, 'The bill that is supposed to be brought to divide our party will come and this government will collapse before the process is completed.' But there are two types of opinions in the integrated socialists regarding the ordinance. MPs seeking to split the party are in favor of the ordinance while other MPs are against it. MP Kisan Shrestha of the United Socialist Party says that the ordinance will bring positive results. Whether the party favors or not 

The whip has not been applied, so far the vote is still open,' he said, 'I have walked towards my constituency because the party has not applied the whip.'

The government brought 6 ordinances by pushing the parliament session to delay the parliamentary process by bringing the bill to amend the laws necessary to make public services faster and create an investment-friendly environment. The Economic Procedures and Financial Responsibility (First Amendment) and Privatization (First Amendment) Ordinances were issued on December 29, 2018 to amend some Nepal Acts related to the promotion of good governance and public service delivery, economic and business environment improvement and investment promotion. The land ordinance recommended by the Council of Ministers was delayed for two days and issued by President Ramchandra Paudel on January 2. Before that, an ordinance was brought to amend some Nepal Acts related to cooperatives on 14 December.

According to the constitutional provisions that must be accepted by both houses of the federal parliament, the government submitted all 6 ordinances to the parliament on January 18, the first day of the winter session. Despite having a comfortable majority in the House of Representatives, the government did not proceed with the ordinance approval process because the ruling Congress and UML did not have a majority in the National Assembly. Only after the Ordinance is approved by both Houses, the way is open for the government to proceed with the replacement bill. There is a constitutional provision that if the ordinance is not approved by both houses within 60 days, it will be automatically repealed.

We reject the ordinance: Opposition parties 

The opposition parties have prepared to stand against all the ordinances. The chief whip of the main opposition party Maoist, Hitraj Pandey, said that he is ready to submit an opinion in the House of Representatives meeting in favor of rejecting the ordinance. "We have registered a notice with reasons for rejecting every ordinance. We will keep those issues strong," he said. 

Chief Whip Pandey said that the government has ulterior motives behind bringing the ordinance despite the fact that the bill can be brought easily. "The ordinance is going to be presented in the parliament late to fulfill the vested interests," he said, "even before this, power interests are connected behind the removal of the agenda once in the House of Representatives." Bhanubhakta Joshi on the Ordinance on Good Governance Promotion and Public Service Delivery, Swarnim Wagle on the Ordinance on Economic Procedure and Financial Responsibility, Madhav Sapkota on the Ordinance on Privatization, Ranendra Barailly on the Ordinance on Economic and Business Environment Improvement and Investment Enhancement, and Chanda Karki on the Ordinance on Co-operatives are to be rejected in the House of Representatives.
