The teachers have prepared for a movement demanding that the school education bill, which has been stalled in the parliament for one and a half years, be moved forward. The Nepal Teachers' Federation has stated that because the bill has been shelved due to the pressure of interest groups, it is necessary to start a protest.

The bill, which was registered in Parliament on August 27, 2080, was sent to the Education, Health and Information Technology Committee of the House of Representatives on October 25 for quarterly discussion. The committee has discussed with experts, stakeholders and amendment MPs and collected suggestions at the state level as well. But the bill has not been moved since then. 152 MPs registered amendments to 1758 points/clauses in the bill. Among them, only 115 MPs participated in the discussion called by the committee and expressed their views on the amendment proposal.

Even before the bill was registered in Parliament, teachers from all over the country demonstrated in Kathmandu under the leadership of the Teachers' Federation. At that time, the teachers' federation demands that the bill be passed quickly by implementing the agreement made with the government. For that, the federation has said that it is preparing to hold a protest centered on Kathmandu again in the last week of February. 

Chairman of the Education Committee Ammar Bahadur Thapa says that due to the busyness of MPs, the bill could not be discussed regularly. When the House of Representatives is in session, the MP is busy. When the parliament is not in session, MPs go to the district," he said. "Sometimes the time of the education minister is not available. The committee has now been advised to start discussing the bill on a quarterly basis. He said that they are trying to pass the bill in this session.

The school education bill was registered in the parliament only after about eight years of efforts when the representatives, teachers and private school administrators who are in their own interests and continuously put pressure on the government regarding local level jurisdiction in school education, management of private schools. 

Educationist Bishnu Karki's analysis is that due to some complicated and controversial issues that need to be resolved, the bill could not be discussed. He said that the issue of jurisdiction over teachers, private school management and local level school education should be resolved from the political leadership level. "Rather than the committee, the political leadership should be ready to pass the school education bill," he said. Political parties are confused to blow it.' 

Karki said that if the bill is not passed in the current session, it will become more complicated. There is no room for left and right with the provision of the constitution that gives the right to school education to the local level. It will be done by empowering the local level. Political leadership and bureaucracy should be ready to abandon the central mentality, he said. 

Educationist Karki says that the government should also come up with a clear plan to solve the issue of private schools. Private schools have been taken to Guthi. This shows the difference of private schools. It should be settled through the middle path. A collaboration model between private and public schools may be appropriate, he said.  Karki said that the matter of teacher management should also be examined. 60 percent of the subjects in the bill are related to teachers. A lot of things can be solved by making teacher regulations. There is no need to carry and tease the teacher too much, he said.

Congress MP and committee member Dig Bahadur Limbu said that since there are many differences in the school education bill, efforts are being made to resolve it through consensus. "We are in dialogue with political parties to bring uniformity in the bill," he said. We have also appealed to the top leaders of the party for agreement. He said that after an agreement is reached between the political parties, the bill will be discussed regularly. 

Former Education Minister and Maoist MP Devendra Paudel said that the committee will start the discussion as the suggestion collection and discussion with stakeholders is over. We have returned after discussing the bill in seven provinces. Discussions have been held with the rural municipality federation and municipal association to get suggestions from the local level," he said. The weekly discussion will be held soon.'' There are some complicated issues in the school education bill. Those issues will have to be settled with the political leadership,' said Paudel, 'We are trying to pass the bill in this session.' We have taken suggestions from the relevant parties on the bill. After processing it, we will go to the weekly discussion," he said.

President of Teachers' Federation Laxmikishore Subedi said that even if the constitution is amended, the agreements and demands made with the teachers in the past should be fulfilled. "School education should be in the list of common rights of all three levels of government rather than at the local level, which can only be decided by amending the constitution," he said. Preparations are underway to announce the second phase of the movement by holding a one-day demonstration in Kathmandu in the last week of February.
