Mohanjung Thapa, a central member of RSVP, has been arrested in America on charges of fraud. It has been confirmed that he was arrested by the US Customs and Border Protection (CBP) at the Philadelphia International Airport in the state of Pennsylvania on February 17 (February 5).
Thapa, who lives in Baltimore, Maryland, returned to America from Nepal on February 16. On his return, he also participated in the RSVP program held in Qatar. He was arrested by the CBP and handed over to the US Immigration and Customs Enforcement (ICE) who was living in the US after obtaining a green card. He is being held at the Philadelphia Federal Detention Center. Immigrants living in the United States who have completed the legal process and are found to be involved in criminal activities are kept in such a center.
Thapa was running a motor driving center in Baltimore. According to the Office of Inspector General, he pleaded guilty to illegally recommending a driver's license, submitting a fake ID to the U.S. District Court in Baltimore, and creating an email address from that ID to commit fraud.
According to that office, Thapa, together with an employee of the Motor Vehicle Administration (MVA), exchanged money and sold and distributed fake identity cards to undocumented foreign nationals. Thapa is also being investigated on the allegation of illegally sending large sums of money from America to Nepal.
Many fraud cases including 'credit card fraud' are pending against Thapa in the court of Maryland. Despite having a green card, he had been living in Nepal with his family for a long time. There is a legal provision that requires a green card immigrant to return to the US after being out of the US for more than 6 months. Thapa was also questioned by the immigration staff on this issue. Thapa is the founding president of the Baltimore Association of Naples in America (BANA). Active in the party since its inception, he was suspended as a central member in 2080. Thapa was also suspended when Raswapa suspended the then MP Dhakakumar Shrestha on charges of financial transactions.
Shrestha demanded 3 crore rupees from medical practitioner Durga Prasa saying that he had to pay money to the party to become a minister. Shrestha claimed that he got an assurance from the 'core team' that the Ministry of Health and Population would not be part of the party. Shrestha said that Thapa is the central member of the party's 'core team'.
Even though Shrestha has been relieved of his post, Thapa has been attending party meetings. Even though the RSWP claimed that Thapa left the party before going to America, he participated in the program of the Migration Nepali Liaison Department held in Qatar on February 16.
