According to the Pashupati Development Fund, more than five lakh devotees visit on the occasion of Mahashivratri. "This time we expect around 5 lakh pilgrims to come inside the temple", said Subash Chandra Joshi, Executive Director of Pashupati Development Fund, "Also, the fund has estimated that around 5 lakh people will visit the temple (Gajur) from outside."

According to Joshi, the temple will be opened from 2 pm on Tuesday on the occasion of Shivaratri. On the day of Shivratri, the temple will remain open until the crowd of pilgrims is over and 5 Bhattas including the original Bhatta will remain in the temple. 

Similarly, based on the four doors of the Pashupati temple, four lines have been arranged to enter the temple from outside. By making those four lines into 10 auxiliary lines inside the temple, each devotee will get 2 seconds of darshan. "So that the general public does not have to spend a lot of time in the line, the four lines entering the temple from the outside have been made into 10 branch lines, and arrangements have been made to take 2/2 second darshan from all the four doors of the temple," Narayan Subedi, treasurer of the fund, told Kantipur.

In the past, the pass distributed on Shivratri was misused and this time the fund has revoked the pass. A help desk has been set up at the treasury office in Vankali to take VVIPs and VIP visitors inside the Pashupati temple. The VIP guests will get to visit the temple in conjunction with Joshi, executive director of the fund. Similarly, the fund will provide facility to the elderly and disabled people to take them directly to the temple from the help desk in Vankali. According to the fund, volunteers and security personnel will help the elderly and disabled people standing in line. 

fund has allocated one and a half crore budget for Shivratri this time. According to the fund, the money will be spent on painting the Pashupati temple premises, feeding the monks, managing firewood/mudha for the Dhuni, etc. Sadhusant has been placed by the fund in 7 places namely Nirmal Akhada, Annapurna Akhada, Bhashmeshwar Akhada, Vishwarupa Akhada. Catering has been arranged for them at those places at the expense of the fund. 

Kosh has a practice of giving 'Bidai Dakshina' on behalf of the Kosh and Guthi Sansthan when bidding farewell to the sadhusant who came on Shivratri. It is customary for both institutions to pay equal amounts. According to Sushila Sharma, head of the Guthi Sansthan office in Pashupati, the sadhus who come to Pashupati on Shivratri are divided into four types namely Mahanta, Mathadhish, Naga and Aghori. Based on that, she told Sharma that they will be given farewell dakshina on Thursday. 

fund has formed nine committees for Shivratri management. A committee has been formed under the coordination of Milan Thapa, executive director of the fund for overall security management. Similarly, Raju KC has been designated for temple beauty decoration, treasurer Narayan Subedi for monitoring, council member Bharat Baral for management of sadhusant, Renuka Parajuli for footwear and cleaning, Babusharan KC for accommodation/food, Harinath Dhakal for volunteers, educated Parajuli for health and Rameshwar Sangat for sandalwood distribution. 

Prime Minister KP Sharma Oli, Culture, Tourism and Civil Aviation Minister Badri Pandey, Kathmandu District Administration Chief, Security Agency Chief reached Pashupati area on Tuesday evening to monitor the preparations for Shivratri. This time, Executive Director Joshi told Kantipur that 7,000 security personnel and 4,000 volunteers from the Nepali Army, Police, Armed Police, and National Investigation Agency will be mobilized in the Pashupati complex.
