Khimlal Devkota, leader of the Maoist Center and senior advocate, has said that there has been a problem in the implementation of federalism in Nepal due to the inability to implement federalism in political parties, courts, employees and mentality.
He said that the leaders of the political parties enjoy centralization but as the country has gone to a federal system, problems have arisen in the implementation of federalism.
Speaking at the 'Federalism and Inclusion in Nepal: Structure and Practice' interaction program organized by the Parliamentary Affairs Journalist Society on Saturday, Devkota said that the question of federalism has arisen mainly because political parties do not follow the rules of governance.
Devkota, who is also a member of the Constituent Assembly He said that due to the lack of discussion about what kind of federalism and how federalism should be during the constitution making process, there is now a problem in implementation. "During the construction of the constitution, there was no debate on what kind of federalism and how federalism is meant when the conclusion was reached about federalism." Only names, maps and borders were discussed,' he said.
He said that there is a problem in the implementation of the federal system even though the political parties concentrate their power. "The problem of federalism is that political parties cannot be federalized." The state should be federal but the leaders and political parties who should run the state should not go for federalism. He said that the center should distribute the tickets of the ward, local level and the state. The law says that the state committee should give tickets. In a country where the leaders have to be united, there should be a federal system. For this the parties were not federalized . If the party was able to federalize the
party, the government of the provinces would not be at the top while the government of the Union was at the top.
Devkota said that the root of the problem in the implementation of federalism lies in the same political party and leaders. He said that there are problems with political parties, leaders' mentality, staff structure and failure to implement federalism in the courts.
Likewise, Devkota also said that behind the strong local level, the Local Government Operation Act is being made. However, he said that due to the fact that the law governing the state government has not yet been made, there are problems and questions. He was of the opinion that when the Government Management Act was not made, the provinces imitated the federal government and more problems arose.
