The sustainable development sub-committee of the Development Economic Affairs and Good Governance Committee has passed the "Study Report on Upgrading Nepal from Least Developed Country to Developing Country-2081" and submitted it to the main committee.

Chairperson of the committee, Kamaladevi Pant, expressed happiness after understanding the report. "The coordinator of the sub-committee and all the dignitaries prepared this report with hard work and discussions with various ministries, concerned agencies and the private sector. This report has become a difficult document," said Pant. "This document will help guide the government." Members of the sub-committee include MPs Vamdev Gautam, Jitjung Basnet, Bhuwan Bahadur Sunar and  Savitri Mall was. Dr. Shakya, the coordinator of the committee informed that the committee has prepared this report after a long discussion and study. 

"To prepare this report, we held six meetings and discussed with stakeholders including the National Planning Commission, Prime Minister and Cabinet Office, Ministry of Defense, Ministry of Finance, Ministry of Commerce and Supply, Ministry of Employment and Social Security, Nepal Chamber of Commerce, Confederation of Nepal Industry and Commerce, Confederation of Nepal Industry, United Federation of Trade Unions, Private Sector", Shakya said, "The sub-committee has prepared and passed this report with great effort. We are happy to submit this report to the original committee today.

Nepal has been trying to upgrade itself through periodic plans, budgets and programs since 2010, but so far it has not been able to upgrade itself from a least developed nation to a developing nation. It is universally recognized that the level will be upgraded after fulfilling the conditions of gross national income per capita, human assets index and economic and environmental risk index. Among these conditions, in the evaluation of the United Nations in 2015, 2018 and 2021, Nepal's human assets index and economic and environmental risk index have been fulfilled, but it has not been upgraded due to various reasons. 

'Even if only two of the three conditions are fulfilled, the eligibility for upgrading will be reached. If the standard of gross national income per capita is not met, Nepal is progressing towards achieving the goal of becoming a developing nation from a least developed nation on November 24, 2026', the committee's coordinator Dr. In 2015 and 2018, Nepal has two indicators. Those who fulfilled the criteria were eligible for promotion.' 

At that time, due to the economic situation that was deteriorating due to the reconstruction after the earthquake and the time when the constitution was to be promulgated, Nepal withdrew from it. When the decision was taken to upgrade in 2018, there was a three-year time limit for preparation, so it was decided to upgrade in 2021 because that time was short. Due to the impact of Covid-19 at that time, Nepal, Bangladesh and Laos got five years of transition time. In this situation, Nepal should upgrade in 2026. He said that the National Assembly is intensifying the preparations by forming a sub-committee. 

Since Nepal will be upgraded from a least developed country to a developing country on November 24, 2026, he informed that he has discussed with the relevant agencies and organizations and submitted a report to the committee with necessary suggestions regarding the opportunities, its impact on various sectors, challenges and preparations made by the Government of Nepal to address them.  

"Since there is a need for a parliamentary study and evaluation on the issues of mutual coordination, understanding and adoption, availability of resources, legal and policy clarity and the state of preparation between the government mechanism and the private sector responsible for maintaining sustainability after upgrading, we have taken these things into account in this report", he said. 

According to Dr. Shakya, in order to increase the per capita income of Nepal, macroeconomic stability and financial sustainability should be maintained, economic growth in the productive sector should be promoted by promoting the infrastructure of international trade, and economic growth should be achieved through the sustainability of economic benefits by promoting economic transformation. will have to. Similarly, for the growth and sustainability of productive human capital, the social sector should be strengthened, and the economic and environmental sectors should be further improved by measuring sustainability in the management of future economic and financial risks. He informed that these topics are included in the report.  In the

report, it is believed that Nepal's image, honor and prestige will increase when Nepal is upgraded to a developing country, it will be registered as a developing country in the international arena, and more environment will be prepared for investment. In order to fulfill Nepal's long-term development goals and sustainable development goals, it is mentioned in the report that more coordination will be strengthened between development partners including the government, non-governmental organizations, and the private sector.
