Image Cooperative Fraud Case: Devkumar, who was previously incarcerated, gave a speech in front of the SP

Devkumar Nepali, founder president of Image Savings and Loan Cooperative, who is in custody pending trial in the co-operative fraud case, has released a speech to the savers after coming out of prison. On Sunday, he addressed the victims gathered outside the District Attorney's Office and gave a speech. District Police Chief Rishiram Kandel brought them together from the prison and made them talk among the savers.

On Sunday, the Cooperative Victims' Struggle Committee prepared to return the money to the savers. At the same time, when he came out of prison, he said that he would return the money to more than 300 savers. "Even though I am a squatter, I return people's money," he said. It is alleged that the Nepalese cheated the money of 1.54 billion savers.

The local administration is also unaware of who came out of the Nepali prison on Sunday with permission to speak. District Attorney Purna Prasad Upadhyay has gone on a vacation to India. Chief District Officer Netra Subedi said that he had not received information about the incident. "I understand what has happened to a prisoner who is in prison should not be given the opportunity to come out and speak," said Subedi, "this is a serious matter."

Article 17 of the Prison Act-2079 states that the prison administration can make arrangements to meet relatives and close relatives and legal professionals designated by the prisoner for meeting inside the prison by making special security arrangements. Apart from that, it is mentioned that those who come to visit should also follow the prescribed security arrangements and conditions. In sub-section 5 of section 18, it is mentioned that even if there is a special meeting, the chief district officer should be informed.

Prazia Subedi said that she was not aware that Sunday's meeting and speech had been arranged. The court also ordered reconciliation a month ago. Even for that, there is a provision that only the parties can meet to reconcile. Senior Advocate Kazi Village Shrestha said that this is strange and against the law. "Is it by the order of the Attorney General, or by whose order did he come out and make a speech?", the villager said, "Why do you need a law if whatever you do is going to happen?" Will the other prisoners also give it to me if I go to the street and give a speech that I am innocent?' 

Recently, Superintendent of Police Rishi Ram Kandel used to go to the prison and meet the Nepalese. "We went to report a domestic incident, but we did not meet the police chief all day," said Sammaya Pariyar of Kathekhola rural municipality-1. His response was that he was not interested in what the Nepalese gave a speech. Jail administrator Dhirendraraj Pant said that he was allowed to go out because he was called to the public prosecutor's office for Memilapam. Arjun Sharma, the Acting Head of the Public Prosecutor's Office, said that he did not get any information about what happened outside after he was sent back. Prajia Subedi also said that investigation is being conducted as she could not be taken to give a speech after leaving work.
