The government did not give priority to self-regulation in the social media bill: General Secretary Gurung

General Secretary of CPN (Maoist Center) Dev Gurung has said that self-regulation should be prioritized in the social media bill.

Addressing a program held in Kathmandu on Saturday, Gurung said that self-regulation was not given priority as the bill should be introduced to regulate rather than control.

How to manage the positive side and how to minimize the negative side ? Gurung said that how to control it is also a matter within the responsibility of the state . He said that the bill should be introduced in such a way that the spirit of the constitution should not be killed. He also said that social media laws are necessary. 

Gurung said that the bill related to social media registered in the National Assembly by the government should be carried forward properly. On November 11, 2080, the government issued a directive on the use and management of social media. The process of making a bill based on that guideline was going on. After the new government came, that bill has been advanced," he said, "but looking at the bill, the constitution has guaranteed freedom of speech, freedom of press, and freedom of privacy in terms of fundamental rights and rights. Care should be taken not to kill the spirit of the constitution. Social media laws are essential. There is a need to regulate it rather than control it and especially to give priority to self-regulation . But the bill does not seem to give priority to self-regulation.' 

General Secretary Gurung said that objectionable provisions such as having to go to jail and face heavy fines are proposed in the bill and should only be amended and moved forward.
