Constitution should be amended for directly elected President: Sharma

The Deputy General Secretary of the main opposition Maoist Center, Janardan Sharma, has said that the constitution can be amended for the restructuring of the state, directly elected executive presidential form of government and full proportional election system.

He said that the amendment to curtail the rights in the constitution and set the country back is not acceptable to his party.

Talking to the National News Committee , Sharma said, 'Maoists are saying that the constitution is subject to amendment. The constitution cannot be amended, it is not a letter written in stone, but the amendment should go forward, strengthen the rights of the people, and organize the state system more.'

While the Nepali Congress and CPN (UML), which are in the ruling alliance to give political stability to the country by amending the constitution, Sharma said that it should be done for a directly elected president. "Maoists have been saying that the constitution is amendable since the past. Constitution cannot be amended, it is not a letter written in stone. But the amendment should move forward, strengthen the rights of the people, and organize the state system more. "Maoists are not opposed to the amendment to take the country on the path of progress, not to take away the rights of the people, including proportional, inclusive," Sharma said, "The constitution can be amended for the restructuring of the state, directly elected executive presidential form of government and full proportional election system. But we will not allow the amendment to curtail the current rights in the constitution and set the country back.' 

Sharma has said that the politics of the country is getting tangled up. Stating that the service flow is not as it should be, he said that the entire state should be restructured. Even though we made political changes, the old state system continued in the country. Our way of working is old. A budget is made, there is no way to spend it, everything gets tangled up in the bureaucracy. Political leadership also depends on what the bureaucracy says,' he said, 'Politics is not commanding. Now there is almost two-thirds of the government, but have they commanded? Looking at the state of capital expenditure and service flow, the expected progress is not seen. There are some weaknesses in improving the state system, strengthening it and making it accountable to the people.'

Sharma has said that although some laws related to the implementation of the constitution have been issued, they have not been implemented. Stating that some laws for the implementation of the constitution are yet to be made, he said, 'Maoists will actively participate in making the laws brought by the government in the house according to the meaning of the constitution and the needs of the country. We will try our best to make it more organized and responsive to the people.'
