The government backed away from submitting a proposal to pass the ordinance after being in the minority in the National Assembly. The agenda for ministers to submit a motion to pass the ordinance in both houses of the federal parliament was on Thursday. But after the majority in the National Assembly was not secured even till the last time, the ordinance related proposal was removed from the agenda.

In the daily agenda distributed to the MPs in the House of Representatives, it was mentioned that the 'rejection motions' registered against the ordinance would be presented for decision and the ministers would submit a motion asking for the ordinance to be accepted. The meeting of both houses of the Federal Parliament was called for 1 pm. Before the meeting, JSP Nepal's parliamentary party meeting was held at Singh Darbar. In that meeting, the coordinator of the Ordinance Study Working Group, First Vice President Rajkishore Yadav submitted the report to the party president Upendra Yadav. 

While the JSP Nepal Parliamentary Party meeting was going on to decide whether to accept or reject the ordinance, it was reported that the provisions related to the proposal of the ordinance had been removed from the agenda of both houses. After that, the meeting of the parliamentary party has been adjourned saying that it will be held again on Saturday and a decision will be taken on the matter. 

Before coming to the parliamentary party meeting, Jaspa Nepal President Yadav met Congress President Sher Bahadur Deuba and other leaders at Federal Parliament Building Naya Baneshwar and Prime Minister KP Sharma Oli at Baluwatar. 

About that meeting, Yadav said, 'The Congress president insisted that he should help with the ordinance. We walked away saying we would discuss. Then Prime Minister Oli said let's meet or not and we went to Baluwatar. He also asked to pass the ordinance. We said that we will discuss it in the party meeting.

Law, Justice and Parliamentary Affairs Minister Ajay Kumar Chaurasia requested Speaker Devraj Ghimire and National Assembly Speaker Narayan Prasad Dahal to remove the ordinance proposal from the agenda. Congress chief whip Shyam Kumar Ghimire said that the ordinance has been removed from the agenda because there was no agreement with JSP Nepal. 

UML whip Sunita Baral said that since there is no agreement on the conditions set by JSP Nepal, the proposal to accept the ordinance will not be presented in the meeting of the House of Representatives to be held on Friday. Jaspa Nepal President Yadav said that he will not negotiate with the ordinance. "We discuss the contents of the ordinance in the parliamentary party," he said. Yadav said that there is no truth in the talk that the party asked for the ministry or the chief minister of Madhesh province to accept the

ordinance. He said that the matter of the ordinance will be decided before the upcoming National Assembly meeting. The next meeting of the National Assembly has been called for Sunday.

Jaspa Nepal expressed opposition to the ordinance in the Parliament meeting. Chief Whip  Rekha Yadav questioned the force behind the ordinance in the House of Representatives meeting. 

The government has introduced the Privatization (First Amendment) and Economic Procedures and Financial Responsibility (First Amendment) Ordinance to amend some laws related to good governance promotion and public service delivery, land related, cooperative, economic and business environment improvement and investment enhancement. The most controversial of these has been the Land Ordinance. President Ramchandra Paudel himself raised questions about this ordinance.

In the ordinance related to land, it is stipulated that the real estate businessmen can develop and sell houses within the specified period after taking permission for land exceeding the limit, and they cannot mortgage or sell the land allocated for public purposes. 

In the same way, it has been arranged that landless Dalits, landless squatters, landless squatters and landless squatters who have been living on such land for a long time and have built houses, towers, are covered by gauchar, haat, ghat, bazaar or forest area or butan during the early survey period, are provided free of charge and provide ownership of the land to unorganized residents. After the President raised questions about this, the ordinance was issued after Prime Minister Oli himself promised to correct it when he brought a replacement bill.

Jaspa Nepal's working group has suspected that there is no provision for solving land related issues in Madhesh province, opening the way for settlements in Chure area, making arrangements for permanent settlement of those living in the Terai forest without permission and provision for settling in Samthar land which is the forest of Terai-Madhesh from other places. 

Jaspa Nepal with 3 seats in the National Assembly is needed every time for the ruling coalition. Be it to pass a bill or to pass a government proposal, that number is not with the coalition. Therefore, the UML leader said that Prime Minister Oli and Congress President Deuba will do their homework to keep JSP Nepal with them permanently. 

A majority in the 59-member National Assembly requires the support of 30 MPs. There are 28 MPs including 16 from Congress, 10 from UML, 1 from Manoneet and 1 from LOSPA in favor of the ordinance. Vamdev Gautam, who was in favor of the ordinance until Wednesday, on Thursday expressed that he is not in a position to stand in favor of the government's 'business' right now. In the opposition, there are 26 MPs including 17 from the Maoists, 8 from the United Socialist Party and 1 from the Rashtriya Janamorcha.

Gautam also stood in the opposition and will be 27 MPs. JSP Nepal, which has 3 MPs, will have a majority in the ordinance if it decides to accept it. If Gautam along with Jaspa Nepal stands in favor of rejecting the ordinance, the opposition will have a majority. 

When there are equal votes for and against the ordinance, there is a situation where the Speaker of the National Assembly, Narayan Prasad Dahal, has to participate in the division of votes. President-nominated MP Dahal was a Maoist leader in the past. There is a constitutional provision that the Ordinance Replacement Bill must be passed within 60 days of the commencement of the session of the Federal Parliament.
