In today's meeting, Physical Infrastructure and Transport Minister Devendra Dahal submitted the Watercraft (Operation and Management) Bill, 2081 in the House. Similarly, Education Minister Vidya Bhattarai submitted the National Forensic Science Laboratory (Establishment and Operation) Bill, 2081. Chairman Narayan Prasad Dahal informed the information meeting that today's meeting has been adjourned to hold another meeting at 1:15 PM on Sunday afternoon.
After failing to reach the majority in the National Assembly, the government withdrew from the decision to present the ordinances for Thursday's meeting. Since there is no possibility of the ruling coalition getting a majority in the National Assembly, the agenda for presenting the ordinance has been removed. Law, Justice and Parliamentary Affairs Minister Ajay Kumar Chaurasia informed Speaker of the House of Representatives Devraj Ghimire and Speaker of the National Assembly Narayan Prasad Dahal that the ordinance will not be presented today.
The Janata Samajwadi Party Nepal, which is supporting the KP Sharma Oli-led government formed by the Congress-UML coalition, is protesting the land ordinance. JSP Nepal has indicated its support for the other five ordinances. The ruling Congress and UML have a clear majority in the House of Representatives to pass the ordinance, while the JSP Nepal needs support to get a majority in the National Assembly. There is a constitutional provision that if the ordinance is not accepted by both houses of the federal parliament, it will automatically become inactive.
There are 59 MPs in the National Assembly. A majority vote of at least 30 MPs is required to pass the Ordinance. In the National Assembly, there are 29 MPs including 16 from Congress, 10 from UML, 2 nominated and 1 from LOSPA in favor of the Ordinance. In the opposition, there are 26 MPs including 17 from the Maoists, 8 from the United Socialist Party and 1 from the Rashtriya Janamorcha.
There are 3 MPs of Jaspa Nepal yet to decide whether to accept or reject the ordinance. If JSP Nepal decides to accept the ordinance, there will be a majority in the ordinance, if JSP stands in favor of rejecting the ordinance, there will be equal 29-29 MPs on both sides. In such a case, the Speaker of the National Assembly, Narayan Prasad Dahal, has to vote. Dahal is an MP nominated by the President. He was the leader of the Maoist Center in the past.
