यसले  एनआरएन लगानीलाई मात्र दुरुत्साहन गर्दैन, दोस्रो तथा तेश्रो पुस्ताका एनआरएनलाई नेपालसँग जोड्ने पहलमा पनि आघात पुग्छ । त्यसैले संविधानले एनआरएनहरूलाई दिएको अधिकारमा दायाँबायाँ नहुने गरी तत्काल कार्यान्वयनमा ल्याउन म सरकारलाई खबरदारी गर्दछु । अहिले संविधान कार्यान्वयनको गति प्रभावित भएको छ किनकि संघलाई प्रदेशका अधिकारको कुनै मतलव छैन । सङ्घीयताको सबलीकरण त सरकारको प्राथमिकतामै छैन । अर्थतन्त्रको सुधार र पुनरुत्थान, उत्पादन र उत्पादकत्व वृद्धि, रोजगारी सिर्जना केवल भाषणमा सीमित छ । भ्रष्टाचार नियन्त्रण त प्रधानमन्त्रीले भन्न पनि नछाड्ने र जनता हाँस्न पनि नछाड्ने विषय भएको छ । 

प्रधानमन्त्रीजी बेलाबेला संसदको दुईतिहाइ सम्झाउनुहुन्छ र बलियो सरकारको घमण्ड गर्नुुहुन्छ । व्यवहारमा कति बलियो छ त यो सरकार ? बाढीपहिरोमा देखिन्न, बलियो सरकार । प्राकृतिक विपत्तिमा देखिन्न, भूकम्पमा देखिन्न । नागरिक सेवा र सुशासनमा देखिन्न । शिक्षा, स्वास्थ्य र वैदेशिक रोजगारीमा देखिन्नँ । गएको वर्षामा टिनको छानोमाथि उभिएको एउटा परिवारले काठमाडौंको मुटुमा चार घण्टासम्म उद्धार पाएन । हेलिकोप्टरको भिजिबिलिटी पुगेन भनेर टक्टकियो यो बलियो सरकार । भिजिबिलिटी त हेलिकोप्टरको होइन, सरकारको नपुगेको हो । भिजिबिलिटी त सरकारको विवेक र जिम्मेवारीको नपुगेको हो । चारचार घन्टामा पनि उद्धार नपाएर हराएको खासमा त्यो नागरिक होइन, यो सरकार हो । सरकार जनता अफ्ठेरोमा पर्दा बलियो देखिन्नँ, माफिया, दलाल र विचौलिया अप्ठेरोमा पर्दामात्रै बलियो देखिन्छ । अनि जाग्छ त जनतामा सरकारप्रति भरोसा ? 

सरकार बलियो तब देखिन्छ, जब प्रतिशोध लिनुपर्ने हुन्छ । The biggest example of that is Ravi Lamichhane, the chairman of the National Independent Party. सहकारीबाट पैसा ल्याउन प्रत्यक्ष कतै नजोडिएका उहाँलाई आज देशको सबैभन्दा ठूलो सहकारी ठगका रुपमा देशभर दौडाइएको छ । हिजो उहाँलाई प्रधानमन्त्री बनाउन अफर गरेकाहरू आज न्यायपालिकालाई धम्क्याएर भए पनि सडाइछाड्ने षड्यन्त्रमा छन् । त्यसका लागि सिंगो राज्यको दुरुपयोग भएको छ । म सम्माननीय सभामुखलाई पनि निवेदन गर्दछु, अदालतहरूले धरौटीमा छाडिसकेपछि संसदबाट रवि लामिछानेको निलम्बन कति संवैधानिक र न्यायपूर्ण छ ? राजनीतिक प्रतिशोध र पूर्वाग्रहबाट सम्पत्ति शुद्धीकरणको आरोप लाग्ने र त्यसबाट सांसद पद निलम्बन हुने हो भने भोलि यसको कुन तहसम्मको दुरुपयोग हुनसक्छ ? 

सहकारी ठगीमा सरकारको मापदन्ड अन्यायपूर्ण मात्र छैन, अपराधपूर्ण छ । People in power can stay at home and run away. They can appear in court on the last day . त्यही दिन पेशी पाउँछन्, वयान दिन पाउँछन् । सरकारी वकिलले त्यही दिन टुंग्याउँछन् अनि त्यही दिन फैसला आएर आरोपी घर जान्छ । उता रोजगारीका लागि दलाललाई पैसा बुझाउने सोझा निर्दोष जनतामाथि मुद्दा चल्छ, तर मानव तस्करीमा सिधै जोडिएको मन्त्रीलाई मुद्दा नचलाएर उन्मुक्ति दिइन्छ । एकातिर प्रतिपक्षी पार्टीका सभापतिमाथि संगठित अपराधको समेत मुद्दा किन थपिएन भनेर महान्यायाधिवक्ता कार्यालयमार्फत जिल्ला सरकारी वकिलको सरुवा अनि छानविन गरिन्छ । अर्कोतर्फ त्यहिदिन सरकारी जग्गा भ्रष्टाचारमा आरोपित सत्तारुढ सांसदमाथि मुद्दा नचलाउने निर्णय सरकारी वकिल कार्यालयले गर्छ । सत्ताको यो तहको दुरुपयोग र मत्स्यन्यायले जनतामा घृणा जन्माउँदैन ?  

सरकार र गठबन्धनका लागि कानुनका फरकफरक मापदण्ड छन्, फरकफरक व्याख्या छन् । राजस्व छलीमा विशेष र सर्वोच्च अदालतले दोषी ठहर गरेर केही अर्ब नै जरिवाना तिराएको अनि ललिता निवास प्रकरणमा सरकारी अनुसन्धानमा रहेको व्यक्तिलाई दायाँ राखेर एउटा पार्टीको अध्यक्ष र यो मुलुकको प्रधानमन्त्री ढुक्कले आफ्नो पार्टी कार्यालयको भूमिपूजन गर्छ । कर छली प्रमाणित भएको र अहिले पनि सरकारी अनुसन्धानमा रहेको व्यक्तिले अर्को अर्ब खर्चेर त्यो कार्यालय बनाइदिने घोषणा गर्छ । 

उता, सहकारी अपचलनमा सिधै संलग्न नभए पनि कम्पनीमा सहकारीको रकम आएकै कारण अर्को एउटा पार्टीको अध्यक्ष महिनौं हिरासतमा राखिन्छ, उसलाई सम्पत्ति शुद्धीकरण र संगठित अपराधको मुद्दा चलाइन्छ । यदि दोस्रो नेतालाई संगठित अपराधी मान्ने हो भने पहिलो नेता त्यो अपराधबाट कसरी जोगिन सक्छ ? कर छली र ललिता निवास प्रकरणबाट आएको पैसाले केन्द्रीय कार्यालय बनाइरहेको पार्टी संगठित अपराधको मतियार हो कि होइन ? भ्रष्टाचार निवारण ऐन संशोधन विधेयक र अख्तियार ऐन संशोधनमा प्रधानमन्त्रीको ठाडो हस्तक्षेप नीतिगत भ्रष्टाचार हो कि होइन ? 

तपाईहरूलाई थाहै छ, यसवीचमा म सुदूर पूर्व झापादेखि सुदूर पश्चिम कन्चनपुरसम्म पुगेँ । सातै प्रदेशका कार्यकर्ता र जनतासँग अन्तक्र्रिया गरेँ । सत्ता पक्षका नेता कार्यकर्ताहरूले पनि मसित धेरै अपेक्षा गर्नुभएको छ । यसबीचमा बन्द कोठामा होइन, ठूल्ठूला सभाहरूमा ठूलाठूला अन्तरसंवाद भए । म आज दावीका साथ भन्न सक्छु, जनताको मनोविज्ञान मैले अरु नेताका तुलनामा बढी बुझेको छु । सातै प्रदेशको निष्कर्ष सुन्नोस्, तपाईहरूले जसरी शासन चलाउँदै हुनुहुन्छ, त्यसले जनतामा एकदमै वितृष्णा थपेको छ । स्वार्थसमूहहरूप्रति तपाईहरूको वफादारी देखेर जनता उकुसमुकुस भएको छ । विचौलियासँगको सरकारको नांगो सम्बन्ध देखेर जनता विचलित भएको छ । मलाई डर छ, तपाईंहरूप्रतिको घृणा कतै व्यवस्थाप्रतिको घृणामा नबदलियोस् । दोष तपाइको हो, व्यवस्थाको होइन । 

सभामुख महोदय,

अहिले नुवाकोटको शेरा दरबार चर्चामा ल्याइएको छ । प्रधानमन्त्रीदेखि गृहमन्त्रीसम्मले त्यसमा विशेष चासो दिएको मलाई थाहा छ । कतै न कतै त्यसमा प्रचण्डलाई जोड्न सकिन्छ कि, जोड्न नसके पनि बदनाम गर्न सकिन्छ कि भनेर सरकारले धेरै मिहिनेत गरिरहेको छ । सरकार खोजिरहेको छ, एउटै पनि अपराध गरेन त पुष्पकमल दाहाल प्रचण्डले ? म आज वाइडबडीको कुरा गर्दिनँ । गिरिबन्धु, यति र ओम्नीको पनि चर्चा गर्दिनँ । तर, सबै उस्तै हुन् भन्ने भाष्य मन्जुर छैन मलाई । म यही रोस्टमबाट भन्छु, शेरा दरबारमा मेरो नाम जोडिन्छ भने छानविन सुरु गरौं र मबाट सुरु गरौं ।  

म अलिकति संविधान संशोधनबारे पनि बोल्न चाहन्छु । यो सरकार बन्दै गर्दा चारैतिर संविधान संशोधनको गानाबजाना थियो । के के संशोधन हुन्छ, कसरी संशोधन हुन्छ, कहाँ संशोधन हुन्छ, पूरा व्याख्या र विश्लेषण थियो । अहिले लोडसेडिग भयो कि के भयो, त्यो फिल्म धेरै चलेको देख्दिनँ । प्रधानमन्त्री ओलीजीले पार्टीकै औपचारिक कार्यक्रममा दोहर्याइदोहोर्याइ संविधान संशोधन ०८७ सालमा हुन्छ भनेको सुनेँ । आज म विशेष गरी नेपाली कांग्रेसका साथीहरूलाई सोध्न चाहन्छु, अब म संविधान संशोधनबारे म बोलौं कि नबोलौं ? हिजो दुई प्रतिस्पर्धी दल मिले भन्ने समाचार अलि लज्जापूर्ण हुन्छ भनेर तपाईहरूले त्यसलाई संविधान संशोधनको सैद्धान्तिक जामा लगाइलिनुभएको छ भनेर मैले यही रोष्टमबाट भनेको थिएँ, जुन अहिले पुष्टि भएको छ ।  

कांग्रेस र एमालेका केही नेताले यसबीचमा अब देश दुई दलीय बनाइन्छ भनेर अलि धेरै नै ग्यारेन्टी गरेको सुनियो । म ती नेताहरूलाई सोध्छु, आज देश बहुदलीय भएको तपाईहरूको दया मायाले हो ? तपाईको करुणाले बनेको हो नेकपा (माओवादी केन्द्र) ? तपाईले दयाले खोलिदिएको हो कुनै बेलाको मधेशी जनअधिकार फोरम ? तपाईहरूले बक्सिस् दिएर आएको हो, राष्ट्रिय स्वतन्त्र पार्टीको २१ सिट ? तपाईले चाहेर बनेको हो, सिके राउतजीले नेतृत्व गरेको जनमत पार्टी ? तपाईहरू चाहनुहुन्थ्यो त यो संसदमा नागरिक उन्मुक्ति पार्टीको उपस्थिति ? हामीहरू देशका मालिक हौं भन्ने ग्रन्थीबाट निस्कनोस् साथीहरू । छब्बीस महिनाअघिको निर्वाचनको मतादेशमै पनि आत्ममुग्ध नहुनोस् । यसरी नै सरकार चलाउँदै जानुभयो, यसरी नै जनताबाट अलग्गिदै जानुभयो भने अहिलेकै थ्रेसहोल्ड तपाईहरूलाई नै धेरै हुँदैछ, अरुको चिन्ता नगर्नोस् । आफ्नै पार्टीबाट कार्यकर्ता पलायनका पछिल्ला बहिखाता हेर्नोस् र घमन्डबाट ब्युँझनोस् । कुनै बेला सोह्र वर्षमा पन्ध्र सरकार बनाएर कीर्तिमान कायम गरेका तपाईहरूले समानुपातिक प्रतिनिधित्व प्रणाली र समावेशीतालाई संशोधन गर्न त परेको कुरा, छुन पनि सक्नुहुन्न । यो मेरो खुला चुनौती भयो ।

सभामुख महोदय,

मैले यो चुनौती राष्ट्रिय सभामा माओवादीको पोजिसनका कारणले दिएको होइन । दलित, महिला, मधेशी, आदिवासी, जनजाति, थारुलगायत उपेक्षित, उत्पीडित वर्गले पाएको अहिलेको अधिकार नेपाली कांग्रेस र नेकपा एमालेले आफ्ना पार्टीहरूका स्थापना दिवसमा उपहार दिएका होइनन् । अहिलेको सम्मानपूर्ण समानुपातिक प्रतिनिधित्व र समावेशिता उत्पीडित वर्गले आफ्नै रगत बगाएर ल्याएको हो। सीमान्त वर्गको आत्मसम्मान र प्रतिनिधित्व खोस्न अब सम्भव छैन । भोलि माओवादीको एकै सिट मात्र बाँकी नरहे पनि तपाईहरू अब पुरानो ठाउँमा फर्किन सक्नुहुनेछैन । हिजो माओवादीले जगायो होला तर अब उत्पीडित वर्ग र वर्ण आफ्नो लडाइ आफै लड्न सक्ने भइसकेको छ । तपाईहरू पहिला आ–आफ्नै पार्टीभित्रका सरोकारवाला सम्हालेर देखाउनोस् अनि हामीसँग कुरा गर्नुहोला । दलहरूबीच आजसम्मका ऐतिहासिक र युगान्तकारी सहमतिहरू मिचेर संविधान संशोधनका नाममा राष्ट्रलाई नचाहिने द्वन्द्वतिर लैजाने चेष्टा नगर्नोस् । 

संघीय लोकतान्त्रिक गणतन्त्र तपाईहरूका लागि राजनीतिक सम्झौता होला, माओवादीका लागि त आफ्नै रगतले जन्माएको सन्तान हो । समानुपातिक समावेशिता तपाईहरूले शान्तिका लागि स्वीकार गर्नुभएको होला, माओवादीका लागि त्यो आफ्नै रगतले लेखेको संकल्प हो । एउटा अभिभावकका रुपमा आफ्नो सन्तानको रक्षा कसरी गर्नुपर्छ हामीलाई थाहा छ । त्यसैले संविधान संशोधन नै गर्ने हो भने महिलालाई ५० प्रतिशत, जनसंख्या र विशेषधिकारका आधारमा दलितलगायतको प्रतिनिधित्व हुने गरी पूर्ण समानुपातिक निर्वाचन प्रणालीमा जाऔं । प्रत्य निर्वाचित कार्यकारी प्रणालीमा जाऔं । यसमा छलफल गर्न तपाईहरू तयार हुनुहुन्छ ?

सभामुख महोदय,

हुन त सरकारमाथिका हाम्रा रचनात्मक आलोचनालाई एक थरी साथीहरू सत्ताबाट बाहिरिनुको छटपटी भनेर सामान्यीकरण गर्न खोज्नुहुन्छ । जनताको आवाजलाई पनि सोसल मिडियाको विकृति भनेर पन्छिन सजिलो होला । तर, सत्तारुढ पार्टीहरूकै बैठकमा व्यक्त हुन थालेका असन्तोषलाई के भन्नुहुन्छ तपाईहरू ? सरकारको प्रतिरक्षा गर्न दिनदिनै औपचारिक आदेश दिँदा पनि किन छैन माननीयहरूसँग मनोवल ? किनकि, सरकार अहंकारपूर्ण तर गलत बाटोतिर गइरहेको छ । संख्याको उन्माद र शक्तिको दुरुपयोगमा रमाइरहेको छ । अलिकति पनि लज्जाबोध नगरी स्वार्थसमूहहरूको, अझ माफियाहरूको सेवामा लागिरहेको छ । यसले जनतामा सरकारमात्र होइन, समग्र प्रणालीमाथि नै असन्तोष जगाइरहेको छ । 

पछिल्ला सात महिनामा जनताको आक्रोश ज्यामितीय रुपमा बढेको छ । सरकारको यो तहको बदनामी प्रतिपक्षी नेताका रुपमा मेरो सन्तोषको विषय हुनुपर्ने हो, तर म चिन्तित छु । म सरकारलाई यही रोष्टमबाट भन्न चाहन्छु, जनताका बीचमा अब सरकारको कुनै क्रेडिबिलिटी बाँकी छैन, कुनै विश्वास बाँकी छैन । जनताप्रति सरकारको हदैसम्म गैरजिम्मेवारी तर विचौलिया र स्वार्थसमूहको खुला तरफदारीले देश आक्रोशित छ । सत्तापक्षका मान्छेलाई कानुन मिच्न होइन, कानुन नै खान दिएको देखेर देश विचलित छ। उद्योगीबाट विजुलीको अर्वौं बक्यौता उठाउनै नखाजेको तर भुँइमान्छेका घरको लाइन काटेको देखेर रन्थनिएको छ देश । त्यो आवेग र आक्रोश आज सामाजिक सञ्जालमा सीमित छ, तर मलाई चिन्ता छ, भोलि त्यो सडकमा पोखिन सक्छ । यही सत्य स्वीकार गरेर सरकार सुध्रियोस्, । मेरो शुभेच्छा छ। धन्यवाद ।
