On behalf of the Congress, the Nepali Congress has brought 29 points 'People's Representative Performance Guideline-081' to make the performance of the elected people's representatives effective at all three levels.

On the second day of the two-day orientation held in Pokhara for the party's 77 district presidents and vice presidents, General Minister Vishwaprakash Sharma informed about the guidelines. 

In the orientation organized for the District Chairman and Head of the Training Branch organized by the Central Policy, Research and Training Institute of the Congress, Sharma informed about the guidelines by giving his comments on the political situation after the General Committee and contemporary context.  In the

guidelines, the people's representatives at all three levels have been instructed to pay serious attention to avoid being involved in wasteful spending, corruption, irregularity, non-transparency, non-accountability and prevent it from happening in the area of ​​their official responsibility. Presenting the working paper entitled Latest Ordinances and Bills in

orientation, Chief Minister Sharma defended the ordinances issued by the President. "It is not wrong if the ordinance is passed, it is not right if the bill is passed," he said, "The ordinance has created an environment for investment growth."

The full text of the directive:

1. The people's representatives at all three levels will inform their respective Congress working committees of their respective jurisdictional action plans within one month from the date of taking the oath.

2. The action plan including the suggestions of the related working committee will be presented as a commitment to the citizens.

3. All three levels of people's representatives will act within the scope of rights specified by the country's basic law constitution.

4. While using the rights, the people's representatives will fully absorb the duties prescribed by that right.

5. Members of both the Union and State levels must visit each municipality of their respective parliamentary constituencies to conduct local public relations, usually at least once in two months.

6. People's representatives at all three levels will always keep the sentiments and beliefs of the voters of the geography in which they are elected in the center.

7. While performing the work, voters who disagree with him or who have different opinions, will not behave differently towards people from other parties or anyone from his own party.

8. They will be careful not to be criticized for taking more time in public programs or personal work than the work specified by their position.

9. While performing public duties, they will not make any compromises on the time they give to their families and the duties they have to perform.

10. In the area of ​​his responsibility, anyone will fulfill the humanitarian duty of providing essential support to the family of the citizen with full efficiency.

11. He will take initiatives for equitable development within the area of ​​his official responsibility. However, while allocating the budget, they will be serious in a responsible manner not to do and not to do Arghelya.

12. They will play the role of essential initiatives, suggestions and facilitation in the area of ​​their responsibility to end the delays in the construction work.

13. Union and state ministers and heads of local levels will regularly consult with experts. The scope of consultation will always be wide. The relevant party level will facilitate the necessary.

14. Respecting the right to information of the media or every citizen, the legally compatible information and clarification will be provided compulsorily.

15. He will address the questions raised about him or published news with restraint without reacting bitterly. Media-friendly behavior will be mandatory. If the news report is false, the established procedure for rebuttal or action will be followed.

16. People's representatives at all three levels will take all seriousness not to be involved in wasteful spending, corruption, irregularity, non-transparency, lack of accountability and to prevent it from happening in the area of ​​their official responsibility.

17. In compliance with the legal provisions to publish property details, the details will be made public on a regular and scheduled basis.

18. He will not be involved in social anomalies of any nature (caste discrimination, child labor, domestic violence, etc.) and if any such anomaly exists in his area of ​​responsibility, he will take special action to end it. This will be the main social responsibility of the people's representative there.

19. He will inspire to increase the skills of the employees, security personnel or other associates in his working area or in his contact area. They will not allow anything to affect the morale of the employees in their behavior.

20. Will keep a serious eye on time management. He will always maintain a calm and restrained style by efficiently managing time for official duties, public meetings, public events, party coordination, family management and personal health vigilance.

21. At the level where he is elected, by his decision, some member of his family is appointed to a position of financial benefit, he will not act to be criticized.

22. He must visit the party office of his affiliated level once a month. At that time, in coordination with the party leadership, suggestions, advice and details of weaknesses will be taken from the friends of the party with prior notice.

23. When entering any state, district, region, state constituency, municipality or ward under official responsibility, prior notice must be given to the leadership of the party committee at that level.

24. He will submit the details of the progress made in the work according to his official responsibilities every two months to the office of the level he is associated with and after that he will inform the civilian line.

25. People's representatives of union, state and local level will coordinate among themselves while carrying out the work of citizens. For this, provincial, district and federal election regional committees will organize discussions according to the needs.

26. In order to end the reality that there is no regular audit at various local levels and many of them are found to have lost millions of rupees, and to prevent such a situation from happening in the future, the leadership at each level will be serious about economic governance.

27. Whether in the government or in the opposition, in both positions, the members of the union and the state assembly will regularly raise the issue of citizens in the parliament. Experts will make their presentation more mature through consultation, study and mutual dialogue. The party policy of supporting and criticizing the government based on its merits and demerits will be conducted in a dignified manner.

28. People's representatives will play a special role in implementing the manifesto issued by the party in the elections to the extent possible. In the case of an alliance, they will focus on the implementation of the minimum common program.
