Janamat Party President Chandrakant (CK) Raut has said that the government holds the keys of Parliament. Addressing the first meeting of the fifth session of the House of Representatives, Speaker Raut said that the government holds the key to running the parliament.

He said that the start of parliament will be delayed as the real government will carry it  . When thinking why the parliament is not opening. We call it separation of powers. We believe that the legislature can run separately, the executive separately, and the judiciary separately. But what happens here is that the government holds the key to the parliament,' he said. 

Speaker Raut also says that there is a system or a constitutional provision in which the parliament will not resume until the government convenes the session. "After the government has given the key to the parliament and the parliament is run by the government, it should be reconsidered if it is the case that if a party has its own agenda, the parliament should be stopped when the top leader sneezes," he said. 

President Raut also accused the court of waiting for the government's call to decide.
