The government and the opposition are going to face each other in the upcoming parliament meeting regarding the 6 ordinances brought by the government. The ruling party and the opposition parties are planning to defend the ordinance. The government has planned to finalize the replacement bill in a fast track, anticipating that opposition to the ordinance will take a long time.

The winter session of the Federal Parliament begins on Friday. Prime Minister and UML President KP Sharma Oli and Congress President Sher Bahadur Deuba have issued directives to their MPs to defend the ordinance. In the meeting of the Executive Committee called by the Speaker Devraj Ghimire on Tuesday to decide the agenda of the first meeting of the Parliament, there was a heated debate between the chief whips of the government and the opposition regarding the ordinance.  In the

meeting, when the chief whip of the ruling party defended the ordinance, Hitraj Pandey, the chief whip of the Maoists, countered. Metmani Choudhary, the chief whip of the United Socialist Party, questioned the ruling party saying, "Is the government about to collapse and has an ordinance been brought?" Mahesh Bertaula, chief whip of UML, commented that since the shock of Maoist Chairman Pushpa Kamal Dahal having to step down from power has not yet disappeared, they are trying to make the Ordinance a political weapon.

The opposition parties are putting up a barricade to protest that the government has pushed the winter session of the parliament and introduced the ordinance. The meeting of the Congress parliamentary party held on Sunday and Monday was focused on the defense of the ordinance. Ordinance was also the main agenda of UML's parliamentary party meeting on Tuesday. 

A minister of the government said that the process of passing the ordinance will soon be started as the parliament session may be affected if the opposition party opposes the ordinance by making it an issue. If we don't pass it soon, the opposition may create an uproar in the parliament. The functioning of Parliament may be affected. The Prime Minister is of the opinion that it should be passed and finalized within a week and a half," he said.

In Tuesday's UML parliamentary party meeting, Prime Minister Oli said that the ordinance would be passed by the parliament soon. Oli said, "We will present the ordinance on the first day of the parliamentary session and we will bring the replacement bills immediately," Oli said, "If there is any weakness in the ordinance, we will proceed by getting it approved by the parliament in a modified manner through the amendment proposal." Ordinances are generally correct.' 

There is a difference of opinion on the issue of the ordinance within the Congress, the main component of the government. Congress President Deuba and General Minister Gagan Thapa along with the parliamentarians of the establishment party have come out in favor of the ordinance. Leader Shekhar Koirala and his MPs have been opposing it. Koirala, who is in Biratnagar, has been opposing the ordinance through public events. Hridayram Thani, an MP from Koirala, expressed his displeasure that the ordinance was introduced without even discussing it with the MPs. Another Congress MP, Sarita Prasain, said that the move to direct no public comments against the ordinance was wrong. Rajendra Bajgarin, another MP from the Koirala party, said that the party will not stop criticizing the ordinance. 

Congress Parliamentary Party chief whip Shyam Ghimire said that even if there is some dissatisfaction within the parliamentary party, MPs will not go against the party's decision. He says that it is not good to have public opposition within the ruling party regarding the ordinance brought by the government to show some good work. Ghimire said, "It is not good to bring an ordinance, but since the parliament cannot enact a law, the government has no other option." 

Maoist chief whip Pandey said that the ordinance brought by the government will be strongly opposed in the parliament. The major parties in the Parliament have spoken the language of governance through ordinances. This is a serious undemocratic idea,” he said. UML's chief whip Bertaula said that since the opposition is doing wrong propaganda, creating confusion, misleading and opposing the ordinance brought according to the constitution, the answer will also be given by the parliament. 

Prime Minister Oli called a meeting of ruling parties on Monday to come to a common opinion on the ordinance. In Baluwatar, he asked the participating leaders to join in the defense of the ordinance by placing Deuba on a chair of equal status with him.
