Fatuwa Vijaypur municipality-1 from Gamharia village, there is Lalbakaiya river on the east side. A board of a Dalit primary school can be seen hanging in a small hut across the river. In 2064, a dalit village's hut was erected on 10 dhur land donated by Ganesh Mahara, a dalit of the village. The hut was built in 2078 by the municipality by surrounding it with bamboo poles. For 17 years, most of the Dalit students have been studying in the courtyard of this school in Gamharia village by spreading sacks and tents.

Sanjay Sah, the then ward president of Fatuwa Vijaypur Municipality-1, who was elected by the Maoists in 2074, said that he could not get the budget released from the municipality because the school land is located next to the river. "Municipality allocated 10 million budget through the ward to purchase land elsewhere, after the budget was frozen three times, 3 and a half acres of land was purchased at the last minute," he said, "but the land was passed in the name of the Terai-Madhesh War Memorial Foundation, not in the name of the school." He argued that the land was named in the name of the establishment due to various obstacles and technical reasons. "Namesari can be changed in the name of the school, but the municipality should take initiative for that," he said. Nothing has been damaged yet, the foundation has also said that it is ready to pass the land in the name of the school.' 

But now the foundation is making the infrastructure to build a five-room building on that land. Principal Yadav said that the school could not be moved due to the purchase of land in the name of Terai-Madhesh Memorial Jan Yuddh Foundation of Rautahat 3 MP Prabhu Sah. "There is neither land nor building in the name of the school," he said. It is not possible to live there because the roof is left sloping.

Khatun said that the money could not be disbursed because the school is located next to the Lalbakaiya river. She did not want to say anything about the amount that went to the name of the building. "In my time, not a single penny has gone to the Dalits," she said, "I did not know how much money was disbursed before." 

Headmaster Yadav said that the school had to be closed due to flooding during the rainy season. "Because it is near the river, even when it rains normally, the school has to be closed because the veld gets flooded," he said. He also complained that MP and former minister Prabhu Sah and Finance Minister of Madhesh Province Jitendra Yadav were from the same town but did not show interest in the condition of the school. 

There are currently 192 students in the school, which provides education up to 5th grade. There are 6 teachers in the school including child development. Due to the lack of toilets, children and teachers have to go to the nearby sugarcane field to defecate. Ganesh Mahara, who donated the land, has been the chairman of the management committee since 2064. Principal Yadav told that no one else has shown interest except him. 

Former minister Shah argues that the then city chief Gopal Yadav could not purchase the land in the name of the school, so he himself gave the organization's money and bought the land for the school. According to Sah, the land purchase process was started by spending the foundation's money without the municipality giving the money.

'There is a different process for purchasing land by the municipality or any government body, at that time I could not complete all the procedures and I cut the check myself and took the land,' he said, 'even after two years the municipality could not bring the land under the name of the school, the remaining five lakh rupees According to him, the then city chief Yadav built the half-built building that is seen now without passing the land in the name of the school. He refuted the claim that Sanjay Yadav, the then ward president of Fatuwa Vijaypur Municipality-1, and Kanti Devi, the then deputy head of the city, had given money to the establishment for the purchase of land.

'The foundation was given a subsidy for the distribution of gas stoves,' he said, 'before the money came from the municipality, I had cut a check for the purchase of the land.' Asked to ask.
