Former Finance Minister Varshman Pun has accused the government of defaming the parliament by bringing the bill which is being discussed in the committee through an ordinance. Speaking at the Finance Committee meeting under the House of Representatives on Wednesday, former Finance Minister Pun made such allegations.
At the beginning of the meeting of the Finance Committee, he objected to the fact that the government brought an ordinance to amend the Economic Procedures and Financial Responsibility Bill, 2076, while it was in the committee. He said that it is not good to introduce a bill through an ordinance when it has not been distributed to the agenda of the committee meeting.
He said, 'The government has issued four ordinances. The bill to amend the Financial Procedures and Financial Responsibility Bill 2076 has been tabled in the Parliament and is in committee. The agenda of the committee meeting was also distributed. This issue has not been withdrawn.'
He accused the government of issuing the ordinance by mixing up the withdrawal procedures. He claimed that bringing the bill discussed in the committee through an ordinance is against the constitutional provisions. He mentioned that the government has defamed the Parliament and interfered in its scope of work. He said that it is the power of the government or the executive to circumvent the parliament by introducing the bill through an ordinance. He drew attention to the matter of the Ordinance before the Chairman of the Committee, Santosh Chalise. He said that it is necessary for the chairman of the committee and the speaker to say something about the ordinance.
He said, 'The government has issued the ordinance by mixing up the withdrawal procedures as well. If this is contrary to the constitutional provision, it is a loss of honor of the Parliament and an interference with the jurisdiction of the Parliament. Parliament has been tricked. I would like to draw serious attention to this matter before the committee. The chairman of the committee should be interested. The government did not do well in bringing the ordinance. Even the Speaker has not spoken on this matter. Who is in the government and who is against it is profound. It has become the principle of balance of power. The strength of the government or the executive is visible. He said that the government should not issue an ordinance contrary to the principle of balance of power. He mentioned that the government has done something to harass the people's representatives.
