National Assembly Speaker Narayan Prasad Dahal has said that the parliamentary committee is working to the best of its ability to fulfill the national goal of sustainable development.
In the meeting of Development, Economic Affairs and Good Governance Committee on Wednesday, Chairman Dahal recalled the fact that the committee worked with vigilance and activeness in terms of fulfilling the goal of sustainable development. "In order to achieve the goal of sustainable development, there is a need for vigilance and coordination of all concerned agencies besides the government and the parliament. Due to the lack of cooperation and coordination, the budget of three levels of government and different ministries has been spent on one plan," he said.
Although there seems to be some progress in the fields of education, health, drinking water, poverty alleviation, information and communication, which are essential conditions for sustainable development, Chairman Dahal stated that the problem of quality is serious, and the reality is being overshadowed by the show of excellence in statistics. Chairman of the
committee, Kamaladevi Pant, pointed out the need for collective efforts to achieve the goal of sustainable development and not limit it to propaganda.
Secretary of the Federal Parliament Secretariat Dr. Roznath Pandey presented an example of the increased tendency to spend beyond the allocated title, not only at the center but also at some provincial and local levels, which violates financial discipline.
Madhukumar Marasini, Secretary of the National Planning Commission, said that he is doing his homework from different angles on resource estimation and medium-term expenditure management to achieve the goal of sustainable development. He opined that it is necessary for the government to create an investment environment for the private sector as the target cannot be achieved with traditional and government revenue alone.
Rakesh Karna, a subject expert on sustainable development goals, said that there is a need to design a program to increase the quality of service when the state increases the revenue target every year. Earlier in the meeting, the members of the committee pointed out the need for common understanding and coordination between the government and the parliament to achieve the goal of sustainable development. In the report on the study and evaluation of the implementation of the goal of sustainable development in Nepal by the
committee, it is recommended to follow the budget discipline and make signaling effective. In the report, it is suggested to develop a system for reporting the progress of indicators related to the target and to develop political ownership.
