Executive Director of Nepal Electricity Authority Kulman Ghising has submitted the performance details to the Ministry of Energy, Water Resources and Irrigation. After Energy Minister Deepak Khadka asked for clarification on 9 points last Monday, Executive Director Ghising submitted the performance details on Friday.
Ghising was given a one-week deadline to write a letter of disobedience to the government by writing a 'note of dissent' at the board meeting of the authority chaired by the minister, not giving satisfactory answers to the explanations asked by the government and not even submitting his performance evaluation on time. The executive director has claimed 98.99 percent marks in his performance report. He last financial year 2080/81 performance details have been submitted.

Ghising was appointed as the Executive Director of the Authority for the second time for 4 years by the decision of the Council of Ministers on July 25, 2078 . Based on the decision of the Council of Ministers, a performance agreement was signed between the Ministry of Energy, Water Resources and Irrigation and Ghising on January 5, 2078 with various indicators of authority reform. 94.23 and 98.94 percent marks were obtained by the Ministry of Energy in the performance of Executive Director Ghising in the year 2078/79 and 2079/80. There is also provision for Ghising to receive incentive allowance based on the score obtained in the evaluation of the performance contract.
The authority made a profit of 14 billion 46 crore rupees last year . In the year 2072/73, the authority was in a net loss of 8.89 billion rupees in the same year, and in 073/74, Pradhiran started a history of profit by making a net profit of 1.55 billion rupees. After that, the authority has been in continuous profit. Eight years ago, the authority had accumulated losses of 34 billion 61 million rupees. Now Accumulated profit has reached 47 billion 41 crore rupees .
Authority last year, the electricity leakage of the system was about 12.73 The percentage was reduced. Until 8 years ago, 25.78 percent electricity was leaking from the system . Electricity leakage was 13.46 percent in the year 2079/80.
Authority has achieved great success in electrification in eight years . In the year 2072/73, the state of electrification was only 58 percent. Electrification, which was 89.7 percent three years ago, has now reached 99 percent. Executive Director Ghising, under his leadership, the authority has further improved the financial situation, governance within the organization, electrification, expansion of infrastructure structures for transmission and distribution to make electricity supply sufficient, reliable, quality and safe. He also said that work has been carried forward with high priority on strengthening, advancing large hydropower projects towards production, increasing domestic consumption and exporting excess electricity. are .
Lately, the conflict between Minister Khadka and Executive Director Ghising has been intensifying regarding the collection of dedicated and trunk line electricity dues. The ministry has formed a committee headed by Arvind Kumar Mishra to study the bill cut by the authority. Ghising has been denying the existence of the committee formed by the ministry saying that only the Electricity Regulatory Commission or the court can examine the bill.
The minister took a proposal in the meeting of December 4 to make arrangements for the officials of Mishra's committee, from salary allowances, office supplies to vehicles, in which executive director Ghising wrote a 'note of dissent'. The ministry called it disobedience to the government. "An executive director appointed by the Nepal government (whose performance is the first party to be evaluated by the Ministry of Energy, Water Resources and Irrigation) has disobeyed the instructions of the Nepal government by writing a note of dissent in violation of Section 25 of the Nepal Electricity Authority Act, 2049. It is stated in the letter sent by Secretary Suresh Acharya.
Ghising has said that it is his responsibility and right to write a 'Note of Dissent' on a matter that he feels is against the law. "Even if the decision is made by the government, I will implement it as long as it is in accordance with the law. If it is outside the law, it is my responsibility and right to have a different opinion," he said in a conversation with Kantipur.
