Umagouri cooperative fraud case: Anjala, wife of the chairman of the accounting committee, released on a bond of 10 lakhs

Anjala Koirala, accused in the case of fraud of 22 million rupees of Umagouri Cooperative in Kursia, Morang, has been released from prison on a bond of 1 million. Anjala, the wife of the Chairman of the Public Accounts Committee of the House of Representatives, Rishikesh Pokharel, was released after paying a bond of Rs 10 lakh set by the District Court Morang.

 On the same day Anjala, who has been absconding for three weeks, appeared in court, the bench of Judge Uddhav Prasad Bhattarai issued an order to release her on bail after the detention hearing. 

A case was filed in the District Court on December 27 against 26 people including Anjala in cooperative fraud. On January 2, the court issued an arrest warrant against 10 accused including him. Although the court ordered her to appear within seven days, Anjala appeared in the court only after three weeks.

Earlier, the court ordered Roshan Rajwansi, the former ward president of Dhanpalthan-4, who was involved in the same case, to be sent to prison for preliminary investigation. Santalal Khawas, the ward president of Rangeli Municipality-2, was released on a bail of Rs 5 lakh on December 18.

On November 28, the day after the case was filed, Anjala was present at the President's Running Shield program organized by Mahendra Birat Night School, where she teaches. On January 1, she was approved for 5 days leave. The school claims that Anjala's husband, Pokharel, sent a letter via email on December 9, even though he did not go to school, asking for indefinite sick leave.

In the case filed in the court, 26 people, including the president of the cooperative, Shyam Kumar Rauniyar, have been made defendants. 23 of them are still absconding. In the charge sheet, it is mentioned that the defendant changed the loan of the saver and did not pay the full loan. A maximum of 8 years imprisonment and recovery of embezzled amount have been demanded for them.

It is said that the cooperative has 8 thousand 842 members and has a share capital of 308 lakh 90 thousand rupees and 243 million 22 thousand 800 rupees has been mobilized in the name of 707 borrowers. The office of the cooperative located at Dhanpalthan-3 in Morang is currently closed.

Chairman Shambhu Prasad Rauniyar, Vice President Laxman Shah, Secretary Alam Ansari Mian, Treasurer Shambhu Prasad Singh and members Amod Mandal, Roshan Rajwanshi and Jitman Thakur are absconding. Account Committee Coordinator Vijay Kumar Yadav and members Surendra Kumar Rajvanshi and Ashok Kumar Biswas, Dilmaya Rai, Upasi Rajvanshi, Sonu Yadav, Mohammad Najam Uddin, Champa Giri, Shambhuprasad Singh, Laxmidevi Karki Rajvanshi, Jyoti Baskota, Suman Lohani, Mitraprasad Sivakoti, Sharadraj Singh, Md. Nasrudin, Manoj Kumar Soni, Yashoda Kumari Rajvanshi are also absconding.

Anjala was a two-term member of Uma Gauri Krishi Sahakari established in 2068. He says that he resigned from the cooperative on January 5, 2078. Anjala signed the 'Minute' when the cooperative decided to take a loan from RSDC microfinance institution. According to the documents of RSDC, he also signed the decision of the cooperative to request an additional loan of Rs. According to the details of

'Minute', the cooperative was doing business with a loan of 4 crore 25 lakhs from RSDC even before January 29, 2017 and it was decided to request an additional loan of 3 crores to expand investment. According to RSDC, Chairman Shambhu Prasad Rauniar, Vice President Dilmaya Rai, Treasurer Shambhu Prasad Singh, Secretary Alam Ansari Mia and directors Anjala Koirala, Amod Mandal and Roshan Rajwanshi were present in all the three meetings regarding taking loans.

The then board of directors officials including Anjala were blacklisted by the Credit Information Center, citing the reason that the cooperative did not repay the loan on time. Anjala's name and photo were printed along with other directors in the loan repayment notice issued by RSDC on 16th October 079 in the name of Uma Gauri Cooperative.
