Maoist central members have demanded an inquiry into the assets of the leaders. In the meeting of the central committee held in Kathmandu on Monday, the members demanded an investigation into the assets of the party leaders saying that their working style was flamboyant and their sources of income were opaque.
In the political report presented by Maoist Chairman Pushpa Kamal Dahal in the meeting on Sunday, he proposed to submit the property details within February 1 and to be monitored by the Accounts Commission. It has also been proposed that the updated details of the family's income should be submitted to the party. Dahal has also put forward a proposal to implement the 'socialist model' in the 123 municipalities won by the party. He submitted a 13-point proposal to make the local government socialist-oriented.
'The party in the municipality should work on services, reforms and development connected with the people in a planned manner under the concept of shadow government,' Dahal's proposal says, 'Maoist should also prepare a proposal for the budget construction and development plan to be done by the municipality, through the people's representative if there is a people's representative, and if not, through a memorandum on behalf of the party. It should be kept and it should be made public to the public.'' Dahal has instructed the leaders-activists to work. He has proposed that a special policy and law should be arranged for the rights and awakening of Dalits and women who are under social discrimination, and a special desk should be established to take complaints, investigate and proceed with the process of action.
The central members complained that there was no proper evaluation of those who worked in the party and those who did not. Maoist leaders have demanded a clear roadmap for the socialist revolution, and although the proposal to start the implementation of socialism from the local level is welcome, they have asked to create a blueprint for it.
Some members have requested to bring the convention schedule. Dahal has proposed in the report that he can go to the convention after campaigning for 6 months.
On Monday, 80 central members suggested that the leaders should improve their working style and join the production, and the party should return to the people instead of being power-oriented. Secretary Devendra Paudel said that the future path of socialism should be clear. He said that factions in the party should be ended. Former Speaker Onsari Gharti, leaders Sudan Kirati, Jagprasad Sharma and others opined that a general meeting should be held to select the leadership and make a course of action. MP Rajan Dahal, Mahendra Bahadur Shahi opined that it would be appropriate for the party to go to the convention after campaigning to the bottom.
