Prime Minister KP Sharma Oli has expressed dissatisfaction saying that the daily performance of the employees is not satisfactory. Gathering more than 50 secretaries of the government at the staff college in Jawalakhel on Friday evening, he also said that he is ready to facilitate the work if there is any difficulty.

Oli stressed that there should be no obstruction in the work of good governance by showing legal obstacles. Oli brought together advisers Yuvraj Khatiwada and Vishnu Rimal and discussed with the secretaries for about four and a half hours. In the

discussion, the secretaries complained that while working under political pressure, the focus of the actions of the 'oversight agency' (including the authority) was only the staff. They expressed their displeasure saying that in every decision, the employees will be prosecuted but nothing will happen to the political leadership including the ministers. 

After listening to the statement of the secretaries, Prime Minister Oli said that since the politicians also entered the Singha Darbar with a 'vision', they should not think that the work they are doing will be wrong. At that time, he said, 'We also thought that we should do good work. We also don't keep our heads at home and enter the lion palace.' Oli said that the work done by the minister with good intentions should not be understood as political interference. Oli alone spoke for more than an hour.

Prime Minister Oli has instructed the secretaries to find out the reason why public service delivery could not be effective as expected. 'Find out the reason why the government's goal of maintaining good governance and completing development projects cannot be done,' he said, 'find out the reason for maintaining good governance.' Secretary Rajkumar Shrestha presented the overall progress of the ministries. Ministries must inform the Prime Minister through the Governmental Reforms Division of the Prime Minister and Cabinet Office within the 7th of every month. In a meeting of secretaries held on October 7 under the chairmanship of Chief Secretary Ek Narayan Aryal, it was decided to complete the inter-ministerial work file within 15 days. The secretaries agreed to send a letter to the secretary in charge of the government sector of the Prime Minister's Office if a decision could not be made on the matter proposed in the

file. But even now, files are stuck between one ministry and another for months. In the discussion with Prime Minister Oli, the secretaries complained that the files were stuck between the ministries of forest, land management, energy, law, etc. and could not work.

A secretary said, "One secretary participating in the meeting showed it to another secretary and said that the work could not be done." There was not much to give a solution,' said a secretary, 'The Ministry of Law explained that it was not possible to work quickly because drafts of laws, rules and guidelines from other ministries were coming to the Ministry.' "Nowadays, rather than making hasty decisions, there is an increased tendency to save jobs as they happen and to be transferred without doing anything. It is not possible to work in this situation,' said a secretary. In the discussion, the secretaries also said that the rapid transfer of staff was one of the reasons why the performance was not as per the target. 

Chief Secretary Aryal chaired the Prime Minister's office, after the decision of the secretaries' meeting was not implemented and because of the increasing complaints of the ministers, a secretary said that the Prime Minister discussed with only the secretaries. "Primarily, the prime minister's concern is public service delivery. The prime minister has an understanding that the current style of work is not in accordance with the spirit of the government," he said.

Prem Prasad Acharya, Spokesman and Joint Secretary of the Manpower Division at the Prime Minister and Cabinet Office, said that there was a discussion with the secretaries about service delivery and performance according to the government's goals. "The Prime Minister said that he will try his best to do what needs to be done for reform," he said.
