Prime Minister KP Sharma Oli has expressed his displeasure saying that the daily performance style of the employees and the 'spirit' of the government's work are not satisfactory. After the secretaries started complaining in the cabinet meeting about the lack of 'spirit' due to the legal impediment to doing the work they were asked to do, Oli had a discussion with his team including two advisers for about four and a half hours . During the discussion, the secretaries expressed the intention that while working under political pressure, the focus of action of the 'over site agencies' (such as the authority) should be the employees.
After the secretaries made a statement that the employees will be prosecuted in every decision, but nothing will happen to the politicians, Oli said that citizens' work should not be hindered by showing legal obstacles. He asked them not to think that the work they are doing will be wrong as the politicians have also entered the Singh Darbar with a 'vision'. He said that the work undertaken by the minister with good intentions should not be considered as political interference. Oli told the secretaries that the ministers will definitely complain about you. Oli had repeatedly reiterated that he should not create obstacles to maintain good governance by showing legal obstacles saying that he would blow it if there was a problem at work. Prem Prasad Acharya, Spokesperson and Joint Secretary of Manpower Division at the Prime Minister and Cabinet Office, said that the issues of service delivery and performance were discussed according to the government's goals. Oli had instructed the secretaries to find out the reasons for the lack of spirit in the work of the government, including maintaining good governance and completing development projects quickly. But the speaking secretaries indirectly expressed their intention to take action if they work according to the minister's wishes by talking about the process.
A secretary said that employees are being sued but ministers and politicians are exempted, so they are afraid to file a file. He said, "Rather than making hasty decisions, there is an increased tendency to save jobs and transfer if nothing works". In this situation, the work cannot be done. In the discussion, the secretaries said that the rapid transfer of employees is also one of the reasons that the performance is not according to the target.
