Ahead of the half-yearly review of the current fiscal year 2081/82, the Kathmandu Metropolitan City has started the budget revision process. In the 16th session of the Kathmandu Metropolitan City Council, Deputy Chief Sunita Dangol submitted the program of the current financial year's budget and the budget amendment proposal.

"According to the annual procurement plan and quarterly progress report of the municipality, it is necessary to change some programs in order to achieve the goals according to the approved policies and programs of the current financial year," Deputy Chief Dangol said. Since it has to be operated under the plan, some of the allocated amount will be saved and some will not be enough, and it is seen that the budget must be allocated for some urgent plans and programs, so this amendment proposal had to be submitted.' Deputy Chief Dangol said that when proposing the revised budget, it was discussed and analyzed by subject experts, thematic committees of the Metropolitan Municipality and various other committees and unanimously passed by the budget and program formulation committee and the executive meeting and submitted to the municipal assembly. She made it clear in the Municipal Assembly that she submitted the proposal for amendment only in the activities without any increase in the total budget amount allocated for the financial year, current and capital expenditure amount. 

According to the revised proposal, the budget in the field of economic development has been reduced to Rs 72 crore 43 lakh 71 thousand. Earlier, Rs 72 crore 99 lakh 71 thousand had been allocated in that area.

As there is an allocation of 3 billion 70 million 53 million 8 thousand in the office operation and administrative sector, it is proposed to increase it to 3 billion 72 million 68 million 42 thousand.

Similarly, in the field of infrastructure development, there is an annual allocation equal to 12.1 billion 93 lakh 91 thousand 500, it is proposed to reduce it to 11.87 billion 51 lakh 38 thousand 500.

In the field of social development, it has been proposed to reduce the allocation of five billion 486 million 69 thousand 500 rupees to five billion 35 million 33 million 88 thousand 500 rupees.

Likewise, the metropolis has proposed to maintain a budget equal to two billion 226 million 85 thousand for the current financial year in good governance and interrelated areas. Earlier, two billion 96 million 29 lakh 85 thousand was allocated in this area.

The implementation of the budget allocated by the Metropolitan Municipality for the current financial year has been seen to be weak. For the current financial year, Deputy Chief Dangol informed the Municipal Council that while the Metropolitan Corporation has brought a budget equal to 25 billion 70 million 63 lakh 25 thousand, the amount equal to 4 billion 1 million 4 lakh 56 thousand has been spent up to the 11th of January. The budget expenditure so far is 16.10 percent of the total allocation. 

Metropolitan Municipality has spent 23.58 percent on current titles and 10.92 percent on capital expenditure.

'Until now, 12.13 percent has been spent on infrastructure development, 24.18 percent on economic development, 12.23 percent on social development,' Deputy Chief Dangol said, 'Similarly, it has been seen that 7.92 percent has been spent on good governance and interrelated areas. It seems that the highest 36.54 percent was spent in the office operation and administrative sector.'

The Metropolitan Corporation had set a target of collecting revenue equal to 12 billion 90 million 63 lakh 25 thousand in the current financial year. According to the Metropolitan Corporation, a total revenue equal to 4 billion 989 million 36 thousand has been received till the 11th of January. In which a total of 2 billion 615 million 43 thousand has been collected for internal revenue, 598 million 89 million 41 thousand from revenue sharing and 88 million 44 million 51 thousand in conditional grants received from the federal and state governments. The total revenue collection so far is 31.07 percent of the annual target, while 32.55 percent of the total target has been progressed internally.

Deputy Chief Dangol also said that in the initial results of the local level institutional capacity self-assessment, Kathmandu Metropolitan City received 82.75 points. This score is the highest score ever achieved by Kathmandu Metropolitan City.
