In the Far West, the ruling Congress and the UML have decided to increase the number of parliamentary committees in the state assembly in order to balance the division.
Chief Minister Kamal Bahadur Shah, who is also the leader of the Congress parliamentary party, and Rajendrasinh Rawal, the leader of the UML parliamentary party, decided to increase the number of parliamentary committees at a meeting on Thursday.
There are currently four parliamentary committees in the Sudurpaschim Provincial Assembly. A committee is about to be added. Currently there are Economic Development and Natural Resources Committee, Social Development Committee, Legislation and Provincial Affairs Committee and Public Accounts Committee. The
special committee is about to be added. According to the Secretariat of the State Assembly, the addition of two committees will increase the annual expenditure of at least 30 lakhs apart from vehicle purchase and maintenance expenses.
According to the agreement, Congress will get 2 and UML, Maoist and civil emancipation will get 1/1 leadership of the committee. It has been agreed that the leadership of the Economic Development and Natural Resources Committee will be given to the main opposition Maoists and the leadership of the Public Accounts Committee.
It has been agreed that the Social Development Committee will be led by the UML and the Legislative and Special Committees will be headed by the Congress. Although there is a provision for a special committee in the state assembly regulations, it was not formed.
Earlier in July 2008, when there was a joint government of Congress, Maoists and civil liberties, when Chief Minister Shah tried to increase the parliamentary committee, UML, which is the main opposition, criticized that the expenditure would increase. But after all-round criticism, the agreement could not be implemented. But now UML has decided to increase the parliamentary committee when it is in power.
Maoist state MP Shivsingh Oli said that the decision to increase the committee is not appropriate for the purpose of arranging the shares. "Rather than increasing the number, emphasis should be placed on making the existing committees operational," he said. When that happens, the discussion on the subject will be narrowed.'
On the other hand, three committees in the state assembly have been leaderless for a long time. Earlier, Bir Bahadur Thapa of UML was the chairman of the Public Accounts Committee, Maya Pant of the United Socialist Party was the chairman of the Social Development Committee and Ghanshyam Chaudhary of the Civil Liberation Party was the chairman of the Economic Development and Natural Resources Committee.
After all three of them became ministers at different times, the committee became leaderless. Diwansingh of Congress is the chairman of the Legislation and Provincial Affairs Committee.
