The political parties are unanimous in banning the trade unions of the political parties in the civil bureaucracy, which is considered a permanent government. In the meeting of the State Order and Good Governance Committee under the House of Representatives on Thursday, the chief whip and whip of the political parties expressed their views against the partisan trade union among the civil servants.

Former Chairman of the Public Service Commission Umesh Mainali, former Chief Secretary Bimal Koirala and experts in bureaucracy opposed the party employees' trade union while taking a view on the 'Bill to regulate the formation, operation and conditions of service of the Federal Civil Service'.

After that, following the views of the political parties, the chief whips and whips also suggested to the State Order and Good Governance Committee to abolish party trade unions among the employees. They said that civil servants who get paid from people's taxes and are involved in policy decisions should not be allowed to open trade unions as fraternal organizations of political parties. 

During the discussion on the bill, the chief whip of the ruling Congress, Shyam Kumar Ghimire, said that the trade union of party employees should be abolished. "Party trade unions should not be opened, the law has explained that because they are on the government payroll, they cannot take membership of any party," he said.

Congress Chief Whip Ghimire commented that it was wrong to form an employee trade union behind the party, to construct a building and provide offices at government expense, and to hang union boards in every office. He said that even if there is only one trade union, it should be discussed whether the branch officer who participates in the decision-making process should be allowed to be a participant or member. Branch officers should not be allowed to become members while keeping only one trade union. 

UML's chief whip Mahesh Bertaula, who is leading the government, also said that there is a need for legal arrangements to organize employee trade unions. Trade unions have made an extraordinary contribution to Nepal's democratic achievements, for this we should respect them. In today's context, questions have been raised from various angles on how to organize it,' he said, 'It is not appropriate to impose restrictions on things related to the promotion of professional interests in a democracy. But there are some things in which there are more political issues than professional rights.'' Even though there is a right, it has been misused in Nepal, said Nisha Dangi, the whip of RSVP.

'Employee trade unions in Nepal have become fraternal organizations of the party. To remove this, only one trade union should be formed for the rights and interests of the employees. RPP whip Bina Lama also opined that a law should be made to completely abolish trade unions in the civil service.

'Trade unions became party recruitment centers. Let's completely cancel the trade union among the employees, let's let the employees work," she said. He said that political interference in the bureaucracy should be stopped and employees should be allowed to work independently and fairly. 

The parliamentarians also said that a certain 'cooling period' should be kept for getting jobs in the constitutional commission, ambassadors, national-international non-governmental organizations after retiring from the service of the secretary and joint secretary of the civil service. UML whip Sunita Baral said that it is necessary to arrange for a 'cooling period' after retirement. Congress Chief Whip Ghimire commented that institutions such as the Constitutional Commission, diplomatic missions are like a 'club' for ex-employees and said that a clear provision of 'cooling period' should be kept in the law. 

RPPA whip Lama proposed that employees should be barred from working in any NGO/INGO for at least 5 years after retirement. Rupa Sosi Choudhary, a Maoist whip, said that there should be a legal system to stop the tendency of employees to prepare only for exams. 

UML chief whip Bertaula was of the opinion that the legal system of reservation in civil service should be changed. How long do we reserve? It is wrong to give reservation to the same person in every post within the service. "Reservation should be done only once," he said, "Reservation should also be considered on the basis of class." RPP's chief whip Gyan Bahadur Shahi also argued that the system of reservation should not be based on caste. Quota was based on the caste system, not on the basis of poverty. Not all Bahun-Kshatriyas are endowed. Let's give reservation on the basis of class," he said.

RSVP's chief whip Santosh Pariyar said that reservation should be arranged as envisioned by the constitution. He reminded that the provision of reservation for building an inclusive state has been made in the constitution. Let's be serious about inclusiveness, if the state does not have a strong presence, the relationship between the state and the community and the people will not be strong. To strengthen the state, everyone should have ownership, all communities should find themselves in the state, attention should be paid to this," he said. 

The State Order and Good Governance Committee discussed with the MPs and experts who registered the amendment on the Civil Bill and discussed it with the chief whips and whips of the major political parties. Committee chairman Ramhari Khatiwada informed that the weekly discussion on the bill will start in a few days. This bill, which was registered in the House of Representatives on February 21, 2080, is expected to be passed in the upcoming parliament session.
