The Wagmati state government, which has increased the number of ministries to balance the leader management and party divisions, has not been able to manage the secretary. In Wagmati province, which has 14 ministries, 7 secretaries are vacant and four secretaries are holding dual responsibilities.
Administrative work is being affected due to lack of special category employees in the state government.
Four secretaries have been assigned dual responsibilities by the provincial cabinet meeting after the ministry's work has come to a standstill. Secretary of the Ministry of Industry, Commerce, Land and Administration Rajendra Kumar KC is also responsible for the Ministry of Culture and Tourism.
Purna Bahadur Darzi, Secretary of the State Assembly Secretariat, is also in charge of the Ministry of Internal Affairs and Law. Badrinath Gayre, secretary of the Ministry of Social Development, is carrying the responsibility of the Ministry of Youth and Sports. State Policy and Planning Commission Secretary Keshavraj Subedi is also on dual responsibility.
The responsibilities of the Chief Minister and Council of Ministers Office have been assigned to him. Balram Niraula, secretary of the Ministry of Labour, Employment and Transport, has been transferred. Niraula, who was transferred to the tribal commission in Kattik, has not been given permission by the state government.
Secretary Darji said that it is uncomfortable to work on a daily basis due to the dual responsibility. "I am working till 12 o'clock in the morning at the Provincial Assembly and then at the Ministry of Internal Affairs," he said.
Chief Minister Bahadur Singh Lama even wrote a letter to the Center saying that the state's work has been affected when the union government randomly pulled the secretaries. The lack of secretary is affecting the daily work of the ministry. This is also creating problems in the implementation of federalism," said Shyam Bahadur Khadka, Minister of Water Resources, Drinking Water and Energy of Wagmati.
In the Chief Minister's Office, there is currently no secretary in the Government Reforms and Good Governance Division and the Law Branch. The post of Law Secretary in the Chief Minister's Office is also vacant.
