The ruling Congress and UML have reached a decision to form a political mechanism for constitutional amendment. The series of meetings held in Baluwatar for a few days with the top leaders of the two parties have started preparations to form a mechanism to do the homework of constitutional amendment and move forward with a solid plan for the implementation of the seven-point agreement reached between the two parties on June 17.

Minister of Home Affairs, Ramesh Akhtar, who has been participating in the recent meeting, said that it has been decided to form a working group consisting of two parties to carry out the homework of constitutional amendment. According to him, the mechanism will review 10 years of the implementation of the new constitution and identify issues for amendment.

Prime Minister KP Sharma Oli held a meeting with the chief whips of both parties on Tuesday and informed that they are trying to build a mechanism on the matter of constitutional amendment, and instructed to work in the direction of moving the bill under consideration in the parliamentary committee on the 'fast track'.
Chief Whip of Congress Shyam Ghimire said that there was a discussion about the prime minister announcing the political mechanism for the amendment of the constitution and moving the bill forward quickly. Maoist, the main opposition party, has expressed doubts that the system of proportional inclusion is being tried to be weakened by trying to amend the electoral system. Maoist General Secretary Dev Gurung accused the Congress and UML of wanting to return to the 047 constitution. "They are talking about reversing the achievements of the Constituent Assembly," he said, "now the amendment of the constitution will not only end the democratic republic, but will lead to instability and chaos." The Maoists have been putting forward a proposal that the House of Representatives should be made a fully proportional, inclusive election system instead of a directly elected one. Integrated Socialists have formed a working group to identify the problems seen in the implementation of the constitution. The party's standing committee meeting formed a working group under the coordination of vice president Prakash Jwala and comprising Garima Shah, Ganesh Vishwakarma, Ramchandra Yadav and Ghanprasad Gautam.
