Appointed Vice-Chancellor in Sanskrit, Agriculture and Pokhara University with more marks in competition procedure

Vice-Chancellor from Bhagbanda in three universities

Prime Minister and Chancellor KP Sharma Oli has appointed Vice Chancellors of Nepal Sanskrit, Agriculture and Forestry and Pokhara University. Dhaneshwar Nepal in Nepal Sanskrit University, Sharda Thapalia in Agriculture and Forestry and Vedaraj KC in Pokhara University have been appointed as Vice-Chancellors after the division between the ruling Congress and UML.

Professor KC and Thapalia are professors of UML and Nepal Congress. 

The newly appointed Vice-Chancellor KC Emalenikat is also the President of Nepal Progressive Professors Association. Nepal is the ex-officer of the Democratic Professors Association of Sangh Valley and Sanskrit University. Thapalia is a professor in Prime Minister Oli's constituency. She was the registrar of the University of Agriculture. 

According to the agreement between Congress and UML to appoint two vice-chancellors in four universities, they have been appointed according to a professor of the Democratic Professors Association. According to him, Kathmandu University, where the vice-chancellor will be vacant from January, is also part of the Congress. "In four universities, it has been agreed to appoint the registrar UML if the vice-chancellor is from the Congress quota and the registrar if the vice-chancellor is from the UML," he said.

Prime Minister and Chancellor Oli appointed the Vice Chancellor from the list recommended by the Selection and Recommendation Committee. A 3/3 member vice-chancellor selection and recommendation committee was formed under the coordination of Education Minister and Vice-Chancellor Vidya Bhattarai at Pokhara University, Geethakumari Poudel, member of the National Planning Commission for Agriculture and Sanskrit University. The tenure of the Vice-Chancellor is 4 years.

Even though a procedure was introduced to appoint vice-chancellors on the basis of competition, the recommendation committee was criticized for giving too many marks. In the University of Agriculture, there was a protest saying that a committee was formed to favor Thapalia as the Vice-Chancellor. A complaint was lodged with the Ministry of Education after it was found that a professor who was a member of the university assembly was placed in the committee. The committee was reconstituted after the complaint. 

The procedure criteria for the selection of the Vice-Chancellor have been made different from university to university. In the procedure made for the appointment of Vice-Chancellors, the points given by the recommendation committee on the basis of merit were higher in Terti University and Eastern University as compared to Midwest and Far West universities. In Sanskrit, Agriculture and Pokhara University, the marks given on the basis of subject matter are even higher than in Trivi and Purvanchal. Professor Suryakant Ghimire, the former registrar of the University of Agriculture, disagreed during the call for applications saying that the procedure was made to appoint certain people.

There was a provision to give maximum 25 marks to research in Midwestern and Farwestern universities. In Agriculture and Sanskrit University, only 6 marks have been missed for research. In Pokhara University, only 11 marks have been allotted for research. Last February, when the vice chancellor of the university was appointed, after being criticized for giving low marks in research, in the subsequent appointments, professors active in research were given priority by increasing the marks. One hundred full marks have been fixed to compete for Sanskrit, Agriculture and Vice-Chancellorship of Pokhara University. There is a provision in the procedure that 65 marks can be given on the basis of marks. Maximum 20 marks are allotted for interview.

Agriculture, Pokhara and Sanskrit University have allotted 20 marks each for interview. Earlier, 15 marks were allocated in the university appointed by the vice-chancellor, 15 in the eastern region, 16/16 marks in the mid-western and far-western regions. In the presentation, 10 marks were allotted to the Midwest and Far West, while 20 marks have been allotted to the universities that are currently in the process of appointing vice-chancellors. A professor of the University of Agriculture said that the Vice-Chancellor was appointed on the basis of competition.

"A procedure was made so that people can be appointed by giving arbitrary marks," he said, "The appointment was also done as recommended by the party and the leader. Rather than reading, teaching, and researching, those who are close to the party and the leader were chosen.'
