Speaker Devraj Ghimire has said that Parliament is in favor of promulgating the School Education, Civil Service Act and Police Adjustment Bill as soon as possible.
In a conference jointly organized by the Nepal Administrative Training Institute and the NGO Governance Lab on the subject of 'Strengthening Regional and Local Governance and Inclusive Economic Development', he said that the bill is indispensable for the successful implementation of the federal government system.
Speaker Ghimire said that with the beginning of federalism, the scope of work of the three levels of government has been determined by the constitution, and according to the distribution of political, administrative and economic rights, all three levels are working to achieve the common goal of sustainable development of the country by formulating policies and implementing them.
Emphasizing on the effective implementation of laws related to federalism, he commented that it is natural to discuss the need for constitutional revision in the context of approaching a decade of implementation of the constitution.
The speaker expressed the opinion that it is necessary to discuss the constitutional and legal provisions to keep the constitution alive and relevant. "We should pay attention to the development and implementation of the framework of development and service delivery in order to address all sectors, gender, language, religion, culture, minorities and communities", he said.
Chief Secretary Eknaran Aryal emphasized that to achieve the goal of ``Happy Nepali, Prosperous Nepal'' taken by the government to maintain good governance in the country's public administration, everyone should adopt positive aspects. He opined that in the policies and programs of the next fiscal year brought by the federal government, arrangements should be made to include the private sector and cooperate in accordance with the spirit of the constitution.
The Senior Vice President of Federation of Nepal Chamber of Commerce and Industry, Anjan Kumar Shrestha, said that there should be a discussion on the issues of open market and three-pillar policy adopted when the constitution was made. He stressed on the need to create and implement policies that will achieve economic prosperity by including the private sector at the present time.
Rajan Khanal, President of Nepal Administrative Training Institute, said that the seminar was organized with the aim of supporting administrative reform and promotion of good governance through discussions between various academic institutions and organizations active in research. The conference which started from Thursday will be concluded on Friday.
