Women activists have demanded that everyone should be treated equally in the citizenship law. They say that constitutional amendment is necessary because there is no equality between the citizenship issued in the name of women and men.
Last June 17th midnight, the main agenda of the Congress and UML coalition government was constitutional amendment . That's why the subject of constitutional amendment keeps coming up from time to time. In this context, Media Advocacy Group (MAC) and Women, Law and Development Forum organized a program on 'Citizenship Issue in Constitutional Amendment'.
In the same program, UML leader and former Constituent Assembly member Vinda Pandey said that sub-section (6) of Article 11 of the Constitution should be amended and if sub-section (7) of the same article is removed, the problem related to citizenship will be solved .
In clause (6) of Article 11 of the Constitution, it is provided that "Foreign women who have established a marital relationship with a Nepali citizen can take the naturalized citizenship of Nepal according to the federal law if they wish". He says that there will be no problem if only "citizen" is written instead of "woman".
Similarly, in the clause (7) of the same article, "Despite what is written elsewhere in this article, in the case of a person born to a Nepali female citizen married to a foreign citizen, he shall be a permanent resident of Nepal and he has acquired the citizenship of a foreign country. According to Pandey, 'if the constitution amends these two things, the problem will be solved.'
Similarly, in sub-section (5) of the same article, "A person born in Nepal from a Nepali citizen mother and living in Nepal and whose father has not been identified will be granted Nepalese citizenship on the basis of descent". But if it is determined that the father is a foreign citizen, the citizenship of such a person will be converted into naturalized citizenship according to the federal law. Rekha Sharma, leader of UML and former Minister of Communication and Information Technology said that the same system is discriminatory.

When it comes to citizenship, there are only 23 countries left in the world where mothers cannot give citizenship to their children on the basis of independent existence. said, 'If we talk about the best solution from the point of view of citizenship and equality, we belong to these 23 countries.' He mentioned that it has already happened in Nepal.
