The Inter-Legislative Conference has started in Pokhara on Tuesday under the organization of the Inter-Legislative Forum and the management of the Gandaki Provincial Assembly Secretariat. The Speaker and Deputy Speaker of the House of Representatives, Speaker and Vice Speaker of the National Assembly, Speakers, Deputy Speakers and Secretary of the Provincial Assembly of all the seven provinces are participating in the conference.

In the conference, a discussion was held regarding the formulation of laws for the implementation of federalism. At the opening of the conference, the speaker of the House of Representatives, Devraj Ghimire, said that there are examples in the world where the government improves service delivery only when the parliament is effective.

"Even though the parliament's efforts and efforts to strengthen federalism are sufficient, the results have not come," he said Mentioning the need to increase, he appealed to focus on fulfilling the development aspirations of the citizens.

Stating that it is late to create laws related to the implementation of federalism, he mentioned that the Parliament will play a positive role in passing those bills in the upcoming session. "Since the parties that are fundamentally in favor of federalism and have contributed to the creation of the constitution are in the leadership, we can be optimistic that the constitution should be made in accordance with the law," he said.

He said that the conference with the Federal Parliament and the Provincial Assemblies held when the debate on the constitutional amendment was going on was meaningful. He expressed the belief that the Inter-Legislative Conference will be successful in making the Federal Parliament and the Provincial Assembly effective.

President of the National Assembly Narayan Prasad Dahal said that there are many legal arrangements and managerial work left to institutionalize federalism. He mentioned that there should be a serious review of the problems in the "delivery" provided by the state government. "Due to the lack of some laws, there is a gap and contradiction between the union and the state," he said He said that it is necessary. He recalled that the inter-legislative conferences held in the past played a role in making laws and parliamentary practice effective.

Chief Minister of Gandaki Province, Surendra Raj Pandey, said that since the work of making laws compatible with the constitution has been delayed, Parliament should also play an effective role for that. "The more active the parliament is, the more accountable the government is," he said. To give business to the Parliament, the Federal Parliament and the Honorable Members themselves can force them to make laws. Our laws and regulations have made such an arrangement.

He said that it is natural for the citizens of the province and local level to raise questions when they do not have a lion court in the village. He argued that the people did not get relief because the necessary laws for the implementation of federalism including the Police Adjustment Act, Civil Act, and Land Acquisition Act were not made. "It is appropriate for people at the local level to raise questions," he said, targeting federal parliamentarians, "but it is not appropriate to sit in the Parliament building of Baneshwar and say that Singh Darwar did not reach villages."

Speaker of Gandaki State Assembly Krishna Prasad Dhital expressed his belief that the conference will be successful in strengthening federalism and enacting laws compatible with the constitution. Khagraj Adhikari, the leader of UML Gandaki Provincial Assembly Parliamentary Party, urged the federal government to delegate authority to the province. "In order to strengthen federalism, the federal government must make the laws needed by the states," he said, "We have made the structure of federalism in a short time, but it has been late to make laws." That's why the state has not been able to deliver.

Binakumari Thapa, deputy speaker of the Gandaki state assembly, expressed her belief that the program would be successful in sharing experience between the federal parliament and the state assembly.

RPP Gandaki Provincial Assembly Parliamentary Party leader Pancharam Gurung mentioned that the provincial assemblies are the shadow of the federal parliament. The conference of the union and provincial assembly officials elected in the election held after the constitution was held for the first time on August 3, 2075 in Chandragiri, Kathmandu.
