The Speaker of the House of Representatives, Devraj Ghimire, has said that parliamentary committees and MPs should do awareness work on the issue of laws and legislation. Speaker Ghimire is also expressing his displeasure saying that there is a delay in the creation of laws when MPs are active in private work.

Speaking at the release of the book 'Parliamentary Journalism: Concepts and Practices' published by the Parliamentary Affairs Journalist Society, Speaker Ghimire expressed his displeasure over the participation of parliamentarians in law making in Kathmandu on Monday. The speaker said that there is a problem of lack of quorum in the parliamentary committee due to the fact that MPs are more involved in private work and constituency work. Mentioning that MPs are being criticized for not being accountable to Parliament, he said that it is necessary for all MPs to play their role to make Parliament and Committees effective.

'In parliamentary practice, there is a parliamentary committee on the question of making a law from a bill. That committee is still working. Currently, there are not enough bills in our committee, however, 15/20 bills are under discussion in the committee. The discussion on that bill did not proceed. The quorum of the committee was not enough," Speaker Ghimire said, "There are criticisms being made outside that the parliamentarians are not accountable to the parliament. As the entire Parliament and Speaker, my attention has been drawn to this committee of the House of Representatives.

Speaker Ghimire also said that he has repeatedly told the committees to operate in a regular manner. "I have discussed the matter of running the committees in a regular manner and bringing them into the system as part of the party and sitting with the chairman of the committee," he said. In addition, the school education bill is under discussion in the education committee. What are the problems that are happening to it? Likewise, I am telling the relevant committee to complete the Civil Service Bill.'

Speaker Ghimire also said that he has asked the parliamentarians to keep the issue of law making as the first priority. 

Speaker Ghimire also said that the role of journalists will be important to enrich the parliamentary practice . He mentioned that the role of the media sector is important in conveying the parliamentary activities to the people. Acknowledging the importance of the communication sector in the Parliament, he informed that arrangements have been made in the regulations for lobby journalism and procedures have also been prepared.
