The Ravi Lamichhane Foundation, which claimed to have invested 110 crores through donations from the country and abroad and government grants to build a hospital in Raskot, Calikot, has hidden the expenditure details. Raskot Municipality has repeatedly requested but even after 4 years of handing over the hospital, the foundation has not given the details of the expenses.

Lamichhane, who opened a non-profit company in his own name to build a hospital in Raskot, collected funds through a public appeal for financial support. After completing the construction of the hospital, he handed it over to the municipality in March 2077, saying that he had a loan, and in 2078, by 'lobbying', he also took a grant of Rs 55.2 million from the three levels of government. For this, the federal government gave 40.9 million from the special loan (ECF) from the International Monetary Fund (IMF), while the foundation received 3.2 million from the Karnali government and 3.3 million from the Raskot municipality. But the municipality cut the letter after seeing that the foundation did not mention the subsidy of the state and local level.

It has also been found that Lamichhane transferred funds from the foundation opened in his own name to his wife Nikita's account. Kantipur has published a bank statement on Wednesday confirming that 40 lakhs was transferred from the foundation's account in Prime Bank to Nikita's personal account in Siddharth Bank at least twice. 

City chief Dharmaraj Shahi said that after the question of irregularities in the construction of the hospital was raised, a letter was sent asking for details of the expenses, but he did not get a reply. The municipality has contributed 30 lakhs to the construction of the hospital, the Karnali government has also given 32 lakhs. But the foundation has not mentioned about these two amounts anywhere,” he said.

The then Mayor Kashichandra Baral says that Lamichhane refused to hold a public hearing on the income and expenses while handing over the hospital. He objected that Ravi Lamichhane had campaigned as if he would sell his house and farm to build a hospital, but he hid the details of the amount given by the public and the government. 

It has the contribution of local community, government, country/abroad donors. When the hospital was handed over to the municipality, a public hearing was not even held," he said. "The details of the income and expenses in the name of Raskot Hospital should be transparent." 

Since then, local representatives have been repeatedly interested in this matter with Lamichhane. However, after there was no hearing, Raskot Municipality decided on 18th December 2080 and wrote a letter to the foundation to provide details of income and expenses. 

'Ravi Lamichhane Foundation in the name of Raskot Community Hospital operated by Ravi Lamichhane Foundation with support from various agencies, since the Raskot Community Hospital did not have income-expenditure details from the time of its establishment until it was handed over to the Raskot Municipality. It is requested to be done,' the letter states. Municipal Deputy Chief Maniraj Baral said that it is ironic that no response was received even after the decision was taken from the meeting of the Executive Committee and the entire account of the hospital was demanded.

Hospital Manager Kaushal Neupane said that he was not aware of the construction of Raskot Hospital and the support given by the donor. He said, "All the money has been deposited in the foundation's account. Raskot Community Hospital was registered as a non-profit organization under the chairmanship of local leader Tularaj Simkhada. Simkhada also could not tell clearly about the expenses incurred in the construction of the hospital. Ask the Ravi Lamichhane Foundation. Ravi Lamichhane will know all the accounts," he said.

According to Dinesh Sanjyal, the ward president of Raskot-4, about 10,000 square meters of community forest, which is being used by the residents of Pakho Bahoon Syuna of Gautukot, was provided in the name of the hospital. Likewise, 5 local people gave 5,500 square meters of land to the hospital. We have given it so that the sick can get treatment in the village, not because of a lot of land. It is sad to hear that money has been collected from many sources and not invested properly," said Chandrakhar Sanjyal, a local.

Ashok Nath Yogi, social engineer of Raskot-3, said that the money was not used properly in the construction of the hospital. "A hospital has been built near my house," he said . "There is no basis that the funds for the hospital have not been misused," he said. 

The foundation established by Lamichhane in his own name was registered at the company registrar office on 16 January 2075 as a non-profit organization. 11 days after that i.e. on December 27, 2075, he announced the construction of a hospital at Raskot in Calikot and appealed for help from the country/abroad. While collecting financial support from donors for social projects, the foundation did not get a certificate from the Social Welfare Council. Only on Chait 7, 2075, the foundation received a certificate from the social welfare department. At that time, Lamichhane announced that the estimated cost of building the hospital was 871 million 58 thousand 155 rupees 32 paise. He had collected about the same amount from various individuals and organizations.
