During Prime Minister KP Sharma Oli's visit to China, the government has released the 'BRI Cooperation Framework' signed bilaterally on Tuesday. The government released the full text of the cooperation framework on the sixth day after it was signed in Beijing.

The Cooperation Framework mentions the term Technical Support and Aid Financing Modality. Experts say that 'ad financing' also covers subsidized loans. In the cooperation framework, it is said that in case of cooperation in a specific field, both parties will sign an agreement or other cooperation document. During the cooperation and dialogue between the two parties, joint consultation for common development, practical support for meaningful impact, improvement of the policy environment for investment growth are mentioned in the cooperation framework. It also states that the principle of realizing mutual benefit will be adopted in the context of possible project implementation. 

Cooperation to facilitate and accelerate the development of the project through negotiations in areas such as identification and development of projects within the scope of the cooperation area, distribution of financial and technical resources, arrangement of financing, procurement method, implementation and designation of the responsible body for implementation is mentioned in the 'framework'. Economic cooperation, financial sector cooperation, transport, communication and logistics cooperation, trade, industrial capacity and investment cooperation, customs cooperation, both sides will be encouraged based on cooperation. 

On the eve of Oli's visit to China, Nepal proposed a document of agreement to advance the grant-based BRI project. But after China wanted to put the word 'cooperation' in it, both sides did more homework and put the words 'technical support and aid financing modality' in the cooperation framework.  10 projects are also mentioned in the
