It has been revealed that about 2400 ropani land of Tribhuvan University has been embezzled and encroached upon. The Land Investigation and Search Committee has found that about 1000 ropani of land around the university has been lost, 1000 ropani of land has been encroached on in other places and about 400 ropani of land in Luvhu and Pulchok of Lalitpur have been out of use for years.

 

There is a claim of 3700 ropani land under the central office. Out of that, 1,000 saplings were encroached upon and the government formed a high-level investigation committee last May. But the committee has disclosed that another 1400 ropani land has been embezzled and encroached upon. The committee has concluded that about 1000 ropani of Balkhu area has shrunk and 375 ropani of Luvu and 21 ropani of land around Pulchok received from Rajdarbar have also been embezzled.

Earlier, details of 1,000 Ropani land being encroached upon by the officials had been made public. Out of this, 125 saplings were encroached upon in Naikap, 108 saplings by the laboratory school in the university campus, 150 saplings by the BP Planetarium office, 24 saplings by the Kathmandu Valley Water Supply Project, 13 saplings by Radhaswami Satsang Vyas, and 30 saplings by the National Ayurveda Research and Training Center. is

The officials decided to allocate the land of the educational institution for non-educational purposes. According to the committee, Horticulture Development Center has encroached 281 acres, Kirtipur Police Circle has 4 acres, Nepal Police Circle Kalimati has encroached 1 acres, University Professors, Staff Association, Nepal Professors Association has encroached about 18 acres and Stone, Gravel, Sand Depot has encroached 10 acres. 

The committee concluded that 1000 ropani land was reduced during the acquisition of land for the university and pointed out that further research and investigation should be done on this matter. It seems that the first land acquisition for the university took place in 2013. The second acquisition took place in 2033,' a member of the committee said, 'In the meantime, it was found that about one thousand ropani land was missing in the name of the University.' ;

A member of the committee said that some land may be shrinking even after maintaining the boundary of the ring road. "We could not study in detail due to lack of time, we could not find the file for the expansion of the ring road," he added, "If we had some time, we could have done a thorough study."  

Similarly, the investigation committee said that 375 ropani land received from the then Rajdarbar in Lubhu area of ​​Lalitpur and 21 ropani land in the name of Meenbhavan campus in Pulchok area of ​​Lalitpur were found. But the land of both places has not been used by the university and the campus. "During the establishment of the university, a document was found from the royal court stating that the then queen gave 375 ropani land in Luvu," another member of the committee said, "no more documents were found about that."

Based on the information given by the Lalitpur Metropolitan Corporation, it was found that there is an additional 21 ropani land in Pulchok area, according to the investigation committee. "Who has used this land, whether it is vacant or encroached, is not sure," said the member, "we have suggested the government to bring the land under the university and campus." According to the committee, the residents will be entitled to Mohiani. There is a suggestion of the committee to cut the cost based on the 2021 figure. There were about 50 Mohi households. As the land is being bought and sold after Trivi did not claim its rights, Naikap has become a settlement. Although the Supreme Court decided that the land should belong to the university, the university has not been able to take possession of it. It is mentioned in the judgment of the Supreme Court that due to the negligence of the former official of Trivika, the land was sold and distributed with the help of middlemen. The

committee found the then officials of the university guilty of embezzlement and encroachment and recommended action. The committee has recommended further investigation and action against them for not fulfilling the responsibility of protecting public property. "It was seen that the officials at the time were involved in the act of distributing land voluntarily to various organizations and individuals after the decision of the executive council," said a member of the committee. He said that it was found that the then vice-chancellor, registrar and other officials helped in the encroachment of land since 2062/63. According to the committee, most of the land was given to organizations to fulfill their interests during the time of the then Vice-Chancellor Tirtharaj Khanian and Hira Bahadur Maharjan. There have been 20 vice-chancellors in the university so far.

The Council of Ministers led by Pushpa Kamal Dahal formed a committee chaired by former secretary Sharada Prasad Trital on May 19 to search for the land of the University and its Angic campus. Former Joint Secretary Mahendra Kumar Thapa and Janakiballabh Adhikari and Premsagar Chapagain as experts in the university were members of the committee. Sushila Adhikari, deputy secretary of the Ministry of Education, Science and Technology, was the member secretary in the committee. 

After Trital became unwell, the government gave Thapa the responsibility of coordinator last October.  During the

study, it was found that the property of the university had been embezzled, and the committee was also mandated by the Cabinet to recommend necessary action along with factual evidence. The committee was also given the responsibility by the government to make suggestions regarding the immediate and long-term actions to be taken in relation to land conservation, use, management use and infrastructure construction. According to the Ministry of Education, the university's land has been encroached upon, the court's decision to return the encroached land has not been implemented, and regular income cannot be raised from the leased land, so a committee had to be formed to conduct a thorough and extensive study and investigation. The Auditor General's report also suggested that university property should be used for educational purposes and protected. The current officials of Trivia have been saying that the government's support is needed for land protection. The

committee has already submitted the report to Education Minister and Tertiary Vice-Chancellor Vidya Bhattarai last week. Coordinator Thapa said that the report was submitted to the Education Minister as it happened while Prime Minister KP Sharma Oli was on a visit to China. We submitted the report to the minister within the stipulated time. Now we will also submit it to the Prime Minister," he said. "Let the government make the report public and implement it." Coordinator Thapa said that due to lack of time, sufficient research was not done on some issues. The committee had initially set a period of 3 months and then another 3 months to search and investigate the land of the University and Angik Campus in Kathmandu Valley and submit the report. Education Minister Bhattarai informed that the report submitted by the committee has been submitted to the Council of Ministers. "After studying the report, a decision will be made by the Council of Ministers, then it will be made public and implemented," she said.
